The consultancy will take place within the third phase of the Integrated Local Development Project (ILDP), a joint project of the Government of Switzerland and UNDP. The ILDP supported the participatory creation of a standardised development planning methodology that was successfully applied in more than 60 municipalities and all 10 cantons. Following adoption of their development strategies, the ILDP partners received support in preparing and adopting three-year strategy implementation plans and annual development reports. In addition to harmonising development planning in the country, the ILDP paved the way for the newly adopted and emerging development planning and management regulatory frameworks in both entities. Currently, the ILDP supports the entity of Federation of Bosnia and Herzegovina (FBiH) in preparing its 2021-2027 development strategy.
In line with cooperation agreements with relevant cantonal governments, the ILDP will additionally support design of all 10 cantonal development strategies 2021-2027, taking into account the emerging Framework on Sustainable Development Goals in BiH (the SDG Framework) and the upcoming FBiH Development Strategy 2021-2027. From Cantonal Governments side, the main coordination role is designated to relevant strategic planning units/persons within each canton that had been capacitated for coordinating planning processes and the only canton where this unit has not been established is Herzegovina-Neretva Canton. The ILDP, in close coordination with the relevant cantonal strategic planning units/persons will provide overall methodological guidance in the planning processes and will be responsible for coordination of work of the engaged consultants, while the cantonal strategic planning units/persons will be responsible for ensuring participation of all relevant stakeholders, inclusion of vulnerable groups and public transparency in the entire process. In addition, aiming to ensure vertical and horizontal coordination and support to all planning process, cantonal governments established cantonal development boards that gather representatives of various ministries and constituent local governments.
Within its support package, the ILDP will assist cantonal governments to prepare their development strategies in line with the FBiH By-Law on Strategic Planning[1] that prescribes the methodological approach for the planning processes (the Methodology will be shared with the engaged consultant via the upcoming training programme envisaged to be organized by end of April 2020). It is important to note that in late 2019 all targeted cantons conducted evaluations of their current development strategies and findings and recommendation from the evaluation reports represent a solid ground for the upcoming strategic planning process.
In this regard, five (5) national Consultant(s) for Social and Environmental Cantonal Development Planning - will be engaged to provide expert and technical support in the process of design of 5 cantonal development strategies 2021-2027.

Five cantons that will receive support planned under these Terms of References are:
1. Una-Sana Canton;
2. Posavina Canton;
3. Bosnia-Podrinje Canton Gorazde;
4. Herzegovina-Neretva Canton;
5. Canton 10.
IMPORTANT NOTE: Consultants must apply for each canton separately, indicating distinctly consultant fee and travel costs. However, the consultants can apply for provision of technical support to more than one canton, however, maximum number of cantons to be assigned to one Consultant is two (2).
The Consultant is required to contribute to the design of relevant parts of the specific Cantonal Development Strategy document, via guiding data collection and analysis, facilitation of meetings, drafting and re-drafting of relevant parts of the document, in line with the existing legal and methodological framework, under the direct guidance by the Team Leader, in close cooperation with the respective cantonal strategic planning unit, and under the supervision by ILDP.
More specifically, the Consultant will be expected to perform the following tasks:
Task 1: Guide and support data collection and interpretation and ensure adequate quality standards of the overall strategic platform document from the social development and environmental protection perspective
Based on the best practices and agreed approach, and in close cooperation with the rest of the team, the Consultant will guide and support collection of qualitative and quantitative data required and support preparation of data analysis so as to identify the current situation, key problems, development potentials, trends and projections in the domain of overall social development (including but not limited to education systems, culture and sport, health and social protection, civil society and vulnerable groups, gender, security, etc.) and environmental protection. These will be reflected in draft socio-economic analysis, which will serve as a basis for the overall strategic planning process. In preparing the relevant parts of socio-economic analysis, the Consultant will conduct minimum 3 focus group meetings with relevant stakeholders to obtain qualitative data required for the analysis.
Also, in preparing the relevant parts of the socio-economic analysis, the Consultant will closely work with cantonal strategic planning unit and other consultants, as well as with cantonal development board, to ensure that all relevant data is collected, obtain feedback and validate findings before moving on to the next stage of the process. Once finalized, the draft analysis will be discussed in detail and validated at a workshop(s) with the respective cantonal development board. It is important to note that the Consultant should ensure pre-drafting of all relevant key parts of the document and will be responsible for improving the document and overall quality assurance of sections related to social development and environmental protection, based on inputs by the team leader, cantonal strategic planning unit and the ILDP.
The Consultant will co-facilitate at least 3 workshops with the cantonal development board and/or other relevant stakeholders that will result in identification of relevant social development and environmental protection strategic focuses, goals and priorities.
Task 1 is expected to be completed by mid of June 2020 with estimated level of effort of 10 days.
Task 2: Guide and support the design of Programming part of the Strategy from social development and infrastructural protection perspective
Within this task, the Consultant is expected to ensure a high-quality process and technical support to the cantonal development board and relevant stakeholders in the area of social development and environmental protection in the programming stage of the process. This entails provision of guidance and advice in defining priorities, measures and key projects for achieving social development and environmental protection development goals identified within the strategic platform phase along with their indicators. The task also entails improving and, if and when required, re-drafting of relevant segments of the programming part of the Strategy based on inputs and validation by the team leader, cantonal strategic planning unit and the ILDP. Concretely, the support will include:
The Consultant will facilitate at least 3 workshops that will enable creation of the programming part of the development strategy document, including all elements that are relevant for social development and environmental protection spheres. Focus will be placed on ensuring linkages and coherence between measures and projects with relevant priorities and goals.
In this regard, the Consultant will closely coordinate and collaborate with the team leader, in close cooperation with the cantonal strategic planning unit and under the supervision by the ILDP.
It is envisaged that this task will be delivered in the period June – September 2020 and the level of effort will not exceed 10 expert days.
Organizational issues
It is important to note that the entire process of strategic planning will be supported by minimum one additional consultant – the team leader who will be directly responsible for economic development sphere and overall guidance and oversight. The team leader, in close cooperation with the cantonal strategic planning unit/person and supervision by ILDP, will be responsible for the overall coordination and quality assurance of the process and products from the viewpoint of the content.
The Consultant engaged under this TOR will facilitate the planning process and ensure adequate quality of specific sectoral segments of the Strategy document, while the team leader will be responsible for compiling the inputs and ensuring overall coherence and quality of the strategy document. The consultants will be required to closely work together, agree on practical modalities of work, division of responsibilities as well as coordination and communication channels.
All management and methodological issues will be closely coordinated and monitored by the ILDP. The organization and logistics of workshops delivery will be carried out by the cantonal strategic planning unit/person.
The entire service will be delivered in the languages of BiH peoples.
