Background

Under One CGIAR, the Harnessing Equality for Resilience in the Agrifood System (HER+) initiative’s Work Package on VOICE aims to strengthen women’s voice and agency in climate-related agrifood systems governance at the community level and beyond. One of the work package’s activities is the development of a Women’s Empowerment in Agrifood Systems Governance Index (WEAGI), which is ongoing. This WEAGI is being led by the International Food Policy Research Institute (IFPRI). The scope of this assignment is to lead the pilot-testing of WEAGI in Nigeria. Specifically, this assignment is to conduct desk review, expert survey, and stakeholder workshop, analyze data, document lessons, and write country assessment paper for the pilot-testing of WEAGI. The focus this year (2022) is to conduct desk review and expert survey and data analysis. The selected firm/organization will likely continue with the remaining activities in 2023/2024.

Women’s Empowerment in Agrifood System Governance Index (WEAGI) is a self-assessment tool to allow national governments to examine whether their agrifood governance process can solve important problems in ways that feature women’s agency in policy development and implementation. Future extensions may focus on different tiers of government (e.g., state, provincial, local).

Rising to the challenge of climate change and gender inequality (which are intertwined) requires transforming AFS and strong & responsive governance and women’s agency. Agrifood governance systems will need to be innovative, responsive to shocks, capable of solving problems that are both technically complex and that span multiple sectors, and, crucially, consider impacts on women, allow for women’s participation, and be led by women. WEAGI will help countries assess their preparedness to solve complex problems across the agrifood sector while featuring voices of women, for example:
