Background

Since 2018, Kyrgyzstan launched several important strategies, including the new National Development Strategy for the Kyrgyz Republic 2018- 2040, the Development Programme of the Kyrgyz Republic 2018-2022: "Unity. Trust. Creation", and Government Program on the Development of Green Economy 2019-2023. Taken together, these three documents articulate the policy framework for advancing environmental awareness and education in Kyrgyzstan within the larger context of the national framework for sustainable development. However, besides national commitments, Kyrgyzstan is strongly committed to implementing the 2030 Agenda for Sustainable Development and Paris Agreement. This is embodied in the fourth Sustainable Development Goal, to "ensure inclusive and quality education for all and promote lifelong learning".

In 2020, the OSCE Programme Office received a request letter from the Kyrgyz Education Academy to provide expert support in conducting ToT courses for the teachers of the general education organizations on the basics of environmental education (EE) with explicit attention to the green economy. In the framework of the given activity, OSCE Programme Office in Bishkek will contract ESD consultant to lead the development process of training modules for planned ToT courses and coordinate smooth and successful delivery of courses to local participants.

Objective

The ultimate objective of the consultancy is to lead the development process of training modules for planned ToT courses based on the developed teaching manuals for teachers and students of "Nature History" and "Individual and the Society'' school courses. In addition, Consultant is responsible for the organization and conduction of a cycle of ToT courses in 7 provinces of the republic to increase the potential of teachers in sustainable development, environmental security, green economy and other interrelated issues.

Tasks and Responsibilities

Under the supervision of the Programme Manager, the Consultant will perform the following tasks: Develop a training module for planned ToT courses:

Prepare and submit detailed work plan with methodology of capacity needs assessment, training modules and training programme schedules;Coordinate and lead the development process of ToT training modules;Hold consultations with Local Education Departments and teacher s to identify gaps and complement other initiatives with regards to environmental education and promotion of Green Economy through learning process;Provide continuous support and information regarding the documentation and preparation of the training; review and adjust the curriculum according to the needs and expectations of the participants as well as lessons learned;Liaise with local education departments to form a group of trainers/participants in 7 provinces of the republic;Prepare a presentation on the integration of environmental issues (SDG2030), including environmental protection, green economy and other environmental issues, as well as their integration into the subjects taught, on the essence of the natural limits of modern socio-economic development and the causes of the environmental crisis, the need for responsible treat the natural environment based on the recognition of its universal value;May be required to provide logistic support for the organization of the event; and other relevant material in order to replicate the training in other locations in the country;Serve as focal point for the video production company contracted for the development of short video lessons for school students;List of trainee s for each session in the required format;Training report and evaluation result (for each session with recommendation for next sessions including trainees' list with detailed remarks for key improvements);Conduct a cycle of ToT seminars using developed module in 7 provinces of the republic in close cooperation with local education departments and environmental protection agencies;Upon completion of trainings, evaluate the effectiveness of the trainings and submit training report with recommendation s made for improvement and follow-up actions.Based on the observations of monitoring, propose to make adjustments and / or additions to the developed manuals on ''Natural history" and "Individual and the Society" courses;

Consultant shall provide the consulting services in Kyrgyzstan, Bishkek.

Necessary Qualifications

Education

  • Graduate degree in pedagogy, philology, natural and social science, natural sciences, humanities, management or other related fields.

Professional Experiences

Preference will be given to individuals with proven relevant experience in undertaking a task of similar magnitude, and shall preferably among others, have the following qualifications and experience:

  • Relevant experience of not less than 7 years of experience in developing training materials, including video lecture s, online courses, etc.
  • Have at least 7 years of experience in conducting trainings and education for teachers and school students;
  • At least 7 years of experience in conducting trainings and education for adults in the field of Education for sustainable development, ecology , climate change, green economy , sustainable consumption and production, sustainable lifestyles;
  • At least 7 years of proven experience in conducting trainings for adults on the development of projects to integrate the environmental education , especially topic s concerning climate change, green economy, sustainable consumption and production, into the education system;
  • Proven experience in development of electronic / distant (including video) education modules/resources;
  • Experience in the field of environmental safety and protection, sustainable development, green economy and climate change, sustainable consumption and production and etc. using distance learning technologies is an asset;
  • Experience in implementing environmental component to the school general education subjects;
