Background

The OSCE Programme Office in Bishkek (POiB) is seeking experienced local consultants (practitioners) in the area of non-proliferation of weapons of mass destruction (WMDs), familiar with the specific topics related to the implementation of United Nations Security Council Resolution (UNSCR 1540) with a focus on export control and national implementation measures. With the assistance of the OSCE, the Kyrgyz Republic has developed and implemented two voluntary National Action Plans (NAPs) on the implementation of UNSCR 1540: from 2013 to 2017 and from 2017 to 2019. In 2021, the POiB is planning to continue its assistance to the Kyrgyz Republic in further implementation of national measures under UNSCR 1540 by assisting the relevant state authorities in elaborating the third NAP for a new term. Objective: Provide assistance in the development of the NAP on the implementation of UNSCR 1540 for a new term and assistance in development and promotion of legal documents related to UNSCR 1540 implementation in the Kyrgyz Republic.

Tasks and Responsibilities

Assistance in the development and approval of a new NAP on the implementation of UNSCR 1540; Assistance in organizing round tables, working, co-ordination meetings with representatives of state bodies in order to develop proposals for inclusion in the draft NAP; Assistance in the development of a new NAP, its preliminary co-ordination with state bodies, as well as settlement of conflicts between state bodies; Preparation of an appropriate draft decision of the Government of the Kyrgyz Republic on approval of the NAP ; Preparation of a justification note for a draft decision of the Government of the Kyrgyz Republic on approval of the NAP; Assistance in the promotion of the draft NAP during the interagency co-ordination; Assistance in organizing and conducting the presentation of the NAP after its approval for state bodies and potential donors; Assistance in the implementation of the internal compliance programme on export control for controlled goods in the Kyrgyz Republic; Assistance in the promotion of the draft regulation of the Government of the Kyrgyz Republic "On Amendments to Certain Decisions of the Government of the Kyrgyz Republic on Export Control" (in the; Regulation of the Government of the Kyrgyz Republic "On Measures to Implement a National Export Control System in the Kyrgyz Republic" dated May 4, 2004 No. 330 and "On Further Measures to Improve the National Export Control System in the Kyrgyz Republic "dated October 27, 2010 No. 257); Assistance in the promotion of the draft legal regulation on the approval of the Regulation on the implementation of the Convention on the Pro1nbition of Chemical Weapons; Assistance in updating of the National Control List (NCL) of controlled goods in accordance with the Law of the Kyrgyz Republic "On Export Control" ;

Necessary Qualifications

  • University degree in law and economics;
  • At least four years of relevant professional experience with international organizations;
  • Knowledge of international best practices and standards, particularly, but not exclusively, the OSCE and UN best practice guides in the field of export control and non-proliferation;
  • Excellent knowledge and understating of current situation with the export control and non-proliferation of WMDs in Central Asia and CIS;
  • Proven ability to successfully interact and establish working relationships with government officials;
  • High degree of interpersonal skills and working in multi-cultural environments IS desirable;
  • Knowledge of Russian is mandatory, knowledge of Kyrgyz is desirable;
  • Experience in similar assignments is an advantage.

Remuneration Package

Remuneration will depend on the selected consultant's qualifications and experience and be in accordance with OSCE established rates.
