Background

The State Personnel Service of the Kyrgyz Republic implements a policy to improve the testing system by improving the quality of questions, creating a model of employee competencies and developing a methodology for assessing the competencies of candidates. All this will allow an objective and fair approach to the selection structure, to provide a comprehensive assessment of candidates, the degree of their development of managerial and personal qualities, to correlate them with the requirements for positions. This work is carried out within the framework of implementation of the Resolution of the Government of the Kyrgyz Republic "On Amendments to Some Decisions of the Government of the Kyrgyz Republic in the Sphere of State Civil and Municipal Service". In 2020, the OSCE Programme Office received a request from the State Personnel Service of the Kyrgyz Republic to develop the relevant methodology and toolkit. In the framework of the given activity, OSCE Programme Office in Bishkek will contract two local consultants to provide expert support in developing the civil service examination psycho-behavioral testing methodology and toolkit.

Tasks and Responsibilities

Under the supervision of Project Manager / Senior Program Assistant, the consultants will perform the following tasks:

Conduct analysis of the activities of employees, identify their specific tasks and responsibilities with the help of interviews, questionnaires;Conduct 3-5 interviews with senior civil servants - regarding their functions and their vision of the functions of middle-level and junior employees;Identify competencies of employees (after completion of the analysis of activities);Create a hierarchy of employees' competencies by job group;Report on completion of work, participation at the round table to present deliverables.Development of a methodology for creating competence-oriented tests for different seniority levels and areas of activity (The methodology should contain: - development, examination, validation of the content of tests for a comprehensive assessment of candidates, - standardization of tests; test items and testing process);Report on completion of work, participation at the round table to present the deliverables (discussion with interest groups);Development of competence-oriented tests for groups of positions (the exact number of competencies, as well as tests (volume, format and content) will be revealed after a desk and functional analysis);Development of tests and procedures for analysing results;Approbation of tests;Training of state partner's employees on the implementation and use of new types of tests;Final report, participation at the round table to present deliverables.

Necessary Qualifications

  • University degree in social sciences, public administration, human resource management or other related fields;
  • At least 5 years of professional experience providing advisory services in the area of public administration, public (municipal) services delivery, policymaking or other related fields both at local and central (national) levels;
  • Diverse experience comprising work experience in government bodies or parliaments, experience of developing legal and methodological documents, experience of writing analytical notes is desirable;
  • Professional fluency in Russian language, both oral and written;
  • Experience working in projects funded by international development organizations;
  • Experience working in post- Soviet countries including countries of Eastern Europe and countries of the Commonwealth of Independent State (CIS) (namely providing expert- advisory services to government bodies or parliaments, developing legal and methodological documents on the topic of development of municipalities) is an advantage;
  • Knowledge of OSCE and its operations
