1.0 Background
CESVI is a non-governmental, non-profit organization, operating in the field of international solidarity and development cooperation for the promotion of international cooperation initiatives, emergency and development programmes and human rights. In Somalia, CESVI works in South-Central Somalia in the regions of Mudug, Hiraan, Banadir and Lower Shebelle, operating three bases in Galkacyo, Beletweyne and Mogadishu.
CESVI is a member of the Building Resilient Communities in Somalia (BRCiS) Consortium and implements multi-year Resilience Programs in Somalia. Through the BRCiS consortium CESVI is currently implementing BRCiS-DFID II project funded by DFID in 3 regions. The overall objective is to improve the resilience of rural and urban communities and vulnerable households in Somalia. The project has different layers of interventions necessary in building communities’ capacities to resist shocks and stresses in a fragile context. The programme activities range from health, nutrition, recovery, rehabilitation and development of sustainable livelihood initiatives to respond to community needs and building their capacities.
2.0 Geographical locations
The programme is currently implemented in three regions in Somalia namely; Lower Shebelle, Hobyo and Hiraan Regions. Moreover, the programme implementation approach is based on area mapping whereby programme interventions are executed at Area level and down to a cluster of communities to ensure adjacent communities’ benefit. The approach is informed by the outcomes of BRCiS I project that realized working in isolated communities will diffuse investment which will impact resilience building and does not leverage on existing networks.
3.0 Objective of the study
The overall objective of this assessment is to conduct a holistic fish market value chain system analysis including the core functions within the value chain, supporting functions and the enabling environment around which the market operates. Moreover, the study will be required to analyze and describe market systems under which the selected value chains operate including price changes along the value chains together with the margins, market share, sub products, market inefficiencies and transactions. The consultant(s) will also evaluate the social aspects, such as participation and governance systems that affect the fish value chain system.
4.0 Scope of work and time Frame
Through a consultative and field-based process, the consultant will conduct the Market Assessment and Value Chain analysis, using a well-established and recognized methodology to achieve the following specific objectives:
1) Fish products/value chains
A. Characterize the marketing of various products within the respective value chains;
Supply chain of the products/ Map the existing potential value chains.
Analyze the supporting functions that are required to make the value chain work, including both existing and missing support functions (e.g. infrastructure, information, related services).
Assess the cost, profit, marketing, and supply and demand dynamics of the value chain.
Select key value chains with the highest potential for growth, profitability and employment for the target communities (given their needs and capacities).
Volumes of each product availed in the market.
Value addition, packaging and pricing along the supply chain.
Consumer perceptions.
Estimate the market potential and actors at the end market.
B. Characteristics of supply chain actors.
Identify institutions and organizations working for selected value chains from national to local levels (local, regional, national organizations from GO, NGO and private sector) that can contribute to pro poor value chain development.
Relationship among supply chain actors.
Linkage between producers, traders and processors and transporters.
Clarify the rules and regulations (e.g. standards, laws, informal rules and norms) related to the value chain. Outline any gaps that must be filled for the target communities to sustainably gain employment through the value chain, and how the value chain can be developed
2) Market Potential:
Establish market size (local and external) and market penetration by local producers
Conduct a value chain analysis to identify the different actors in the chain, systemic constraints, and value shares accrued at different stages on the chain.
Identify constraints that limit market expansion.
Missing or inadequate inter-sectoral or crosscutting markets.
Estimate market potential of the prioritized products within the value chains.
Identify local/external end markets including cross-border trade for the identified products.
3) Collective Marketing and Fish Value Chain Efficiency
Assess the utility and potential for improving market efficiency through collective marketing; propose ways of achieving this and minimum quality standards required.
Establish existence of any producer groups for the various products.
Determine the level of market orientation and market integration by producers.
Recommend process for institutional formation to facilitate collective marketing perspective for the prioritized products.
Suggest improvements in the value chain system to ensure direct linkages of the producers with the major markets and increased incomes from their products

Market Assessment
Task 1: Desk review.
Task 2. Inception report on the approach and methodology for the study and selection of the value chains.
Task 3: Validation workshop with CESVI staff on tools for assessment of value chain.
Value Chain Analysis
Task 1: Planning, training and inception workshop with CESVI staff and selected partners such as enumerators (5 Days).
Task 2: Field data collection (12 Days).
Task 3: Data analysis workshop(s) with CESVI staff (3 Days)
Task 4: Submission of first draft (4 Days).
Task 5: Finalization of the report and submission of final Draft (7 Days).
7.0 . Supervision and reporting lines
The consultant will report directly to CESVI Somalia BRCiS Coordinator.
8.0 . Consultancy deliverables
The deliverables of the consultancy will be:
I) An inception report outlining Implementation approach, secondary/literature and tools to be used to collect data/information for the selection of the potential value chains, and work plan.
ii) A draft and final fish value assessment and value chain analysis report. The value chain report should contain at least
10.0 Academic Qualifications and Experience Academic:
advanced university degree in marketing, economics, socio-economic development, development planning, financial management or other related fields.
The candidate to be assigned this consultancy should have a strong market systems experience, and is NOT expected to provide general recommendations but guide CESVI project team to develop clear strategy and action plans for implementation. Details of similar assignments in Somalia should be provided with contact information of previous clients for verification.
Professional Experience:
Minimum of 5 years of relevant professional job experience (market assessments, local economic development, value chain development, strategic planning, etc.);
Proven experience in planning, implementing, and monitoring livelihoods programmes (and managing multiple projects); similar consultancy, preferably in Somalia.
Experience in working with international and national NGOs and UN organizations, or with government authorities at national level; on similar assignment.
Language:
fluency in English
Somali language is considered an asset
