The consultancy will have three main milestones

The primary objective of the consultancy is to enhance optimal distribution of labor across functions in OCHA that perform CBPF oversight in HQ and the field. This will be achieved through an analysis of the current distribution of labor, and recommendations for improvement if needed; and by institutionalizing the new role of Compliance Officers and developing tools and processes for onboarding, knowledge transfer, standard setting and monitoring.

Under the supervision of the Head of the Oversight and Compliance Unit, the consultant will perform the following duties:

1. Map existing capacity, roles and responsibilities for oversight and compliance of CBPFs, including:

- Analyse existing functions that perform oversight and compliance duties related to CBPF partners in HQ and field.
- Map roles and responsibilities of such functions, and related accountabilities.
- Assess strengths and weaknesses of current capacity set-up, and if relevant make recommendations for improvement.

2. Develop processes, toolkits, checklists and onboarding/training materials for oversight and compliance functions to enhance efficiency and promote streamlining of standards across Funds. Qualifications/special skills

Advanced university degree (Master's degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with qualifying
experience may be accepted in lieu of the advanced university degree.
Fifteen years of relevant experience in humanitarian assistance and development practice, in particular in project, operations and grant contract management is required, with demonstrated understanding of risk management, fraud, SEA and/or misconduct response in the context of humanitarian financing
Solid understanding of the humanitarian financing architecture, and the role of the OCHA-managed pooled funds therein, is rerquired
Strong analytic and writing skills.
Relevant working experience with the UN or NGOs is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.
