Title of project: Inter-agency Feedback, Response and Complaint Mechanism Mapping and Recommendations.

Purpose of project: The project will support the development of a regional feedback, response and complaint mechanism (FRCM). This is to be undertaken through the mapping of digital tools used as part of the Feedback, Response and Complaint Mechanism, including relevant referral pathways in the MENA region, while analyzing how people with specific needs and diverse profiles can access such tools in a safe and confidential manner. The project will reinforce the existing Accountability to Affected People (AAP) strategies, enhancing transparency, participation and adaptation, as well as preventing misuse and help through intensified communication with communities (particularly individuals with specific needs and diverse backgrounds) and increased complaint mechanisms. The focus on digital tools results from the assessment of significant challenges to the implementation of face-to-face community-based protection (CBP), communication with communities (CwC), and AAP activities.

1. General Background of Project or Assignment:

The 2018 UNHCR Policy on Age, Gender and Diversity (AGD) reinvigorates attention and emphasizes the importance of establishing and implementing effective AAP interventions for refugees, asylum-seekers, internally displaced people, stateless people, returnees, people in mixed movements and host communities, in coordination with relevant stakeholders and duty-bearers. This approach echoes the Global Compact for Refugees.

In line with the MENA Regional Guidance note on Community-Based Protection, a community-based and rights-based approach towards refugees, asylum-seekers, internally displaced people, stateless people, returnees and people in mixed movements is being strengthened. Participatory assessments and innovative CWC’ tools are implemented and piloted across MENA operations, supporting community led initiatives and referrals which are designed to address the needs of all people of concern, including those with specific needs. This includes existing community virtual and physical outreach tools, as well as diagnostics on AAP in Lebanon, Jordan, and Egypt and the recent study on protection of people with disabilities (“The Power of Inclusion”).

2. Overall purpose and Scope of Assignment:

The primary objectives of the consultancy will be on building on operations’ experience in MENA on CWC and CBP as well as the recent findings, in coordination with ongoing initiatives, UNHCR will support a mapping of feedback, response and complaint mechanisms tools across MENA operations, particularly on digital tools. The mapping will be followed by an exploratory study in the three countries on how people with specific needs and diverse profiles, such as women, girls, youth, people with disabilities (PWD) and people with diverse sexual orientations and gender identities (SOGI) can access information and feedback mechanisms through the most suitable tools, and in a safe and confidential manner.

The envisaged and specific activities will include:

  • Mapping feedback, response and complaint mechanisms, with a focus on digital tools
  • Study on digital tools on a pilot of three operations
  • Road map

3. Required Qualifications:

  • Equivalent of a Bachelor degree with 13 to 18 years relevant experience or equivalent of a Master degree with 11 to 16 years relevant experience
  • Previous experience in AAP research with UNHCR and other UN agencies and governments will be an asset.
  • Expertise on Digital AAP and communication tools in humanitarian and development contexts
  • Understanding of traditional as well as digital AAP tools;
  • Knowledge of UNHCR’s protection mandate and the inter-agency context in the MENA region.
  • Familiarity with other organizations conducting AAP in MENA and/or other regions;
  • Capacity to develop information systems.
  • Capacity to deliver an online mapping and a road map report within the established deadline;
  • Excellent communication and presentation skills.
  • Excellent drafting skills.
  • Excellent knowledge of English and good knowledge of French.
