BACKGROUND

UNICEF requires the services of an external consultant to support the progressive harmonization and analysis of sub-national data on children’s vulnerabilities. Harmonized sub-national data on vulnerabilities will be integrated into UNICEF global databases and combined with geospatial data on climate, environment and disaster risks to support emerging data initiatives including the Climate Change and Disaster Risk Assessment (CCDRA), the Wash Severity Classification (WSC), and Equity Analysis and Mapping (EAM).

The work shall support the harvesting, compilation and processing of sub-national datasets, the harmonization (and geo-coding) of sub-national datasets, the production of small area estimates, and the analysis of child-related vulnerabilities and risks at sub-national levels.

The work shall be performed iteratively, beginning with countries that have been selected to pilot new types of data analysis to support CCDRA, WSC and EAM.

The consultant will work closely with data scientists in the UNICEF Frontier and Tech Unit Data and Analytics Team (DAT) team responsible for developing systems and processes for compiling, harmonizing, storing and visualizing geo-spatial data

Terms of Reference

Scope of Work

The specific objectives of this consultancy are:

1) Coordinate with relevant stakeholders (e.g., UNICEF staff, other agencies, national government, private sector partners) to identify relevant subnational datasets and indicators for CCDRA, WSC, EAM and other analytic needs.

2) Work with the Frontier Data and Technology Unit (FDTU) to develop systems and processes to support harmonization, storage and updating of sub-national data for further analysis.

3) Support harvesting, compilation and processing of existing data from different sources including cleaning, standardization, and validation. Create as needed reusable scripts to support processing of data from multiple sources into a common data structure.

4) Apply standard methods to prepare sub-national estimates for selected indicators of children’s vulnerabilities at admin 1 (and lower levels where data allow)

5) Apply standard methods to prepare high resolution/small area estimates for selected indicators of children’s vulnerabilities (where data allow).

6) Support the Frontier Data and Technology Unit (FDTU) to develop new methods for integrating population-based datasets on children’s vulnerabilities with geo-spatial datasets on climate, environmental and disaster risks at sub-national levels.

7) Support the analysis of individual indicators to determine sub-national inequalities, including by geographic location, gender, age, disability.

8) Support the development of methods to assess overall levels of child vulnerabilities at sub-national level using multiple indicators (multiple vulnerabilities and risks).

9) Support the documentation of all the data work that is performed, including the documentation of custom scripts, any harmonization strategy implemented, newly identified data sources, and any assessment and data processing work.

8) Support the development of methods to assess overall levels of child vulnerabilities at sub-national level using multiple indicators (multiple vulnerabilities and risks).

Deliverable; Documentation of methods used for CCRA, WSC and EAM.

9) Support the documentation of all the data work that is performed, including the documentation of custom scripts, any harmonization strategy implemented, newly identified data sources, and any assessment and data processing work.

Deliverable; Sub-national data sources discovered and documented.

Qualifications

(1) Education

Advanced university degree: (Masters or PhD) in statistics, demography, public health, economics or data science. At least 8 years of professional experience in data analysis, measurement, methodological development and other areas of applied statistics, data interpretation and use.

2) Work experience

A minimum of 8 years of professional experience in data analysis, measurement, methodological development and other areas of applied statistics, data interpretation and use.

3) Competencies

Knowledge and expertise on the latest indicators and methods for monitoring the situation of children. Knowledge and experience in processing and analysing large datasets using statistical packages and software. Knowledge and experience of analysing and visualising data on sub-national inequalities including geospatial mapping. Knowledge and experience of using statistical methods to generate high resolution estimates for small areas. Experience with UNICEF domain data is an asset. Fluent in spoken and written English. Additional official UN working languages are a plus.

Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials Financial proposal that will include: your daily/monthly rate (in US$) to undertake the terms of reference travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. Any other estimated costs: visa, health insurance, as applicable. Indicate your availability Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF. At the time the contract is awarded, the selected candidate must have in place current health insurance coverage. Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
