Role Dimensions:

Save the Children has been working in Somalia for more almost 70 years. The Country Office has 600 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bosasso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in Central South Somalia). In 2020, with an annual spent of US$117 million, we reached more than 3.3 million people through our humanitarian and longer term development work in Child Survival (Health, Nutrition, Water, Sanitation & Hygiene (WASH)); Education; Child Poverty Reduction; Child Protection; and Child Rights Governance.

SCOPE OF ROLE:

Reports to: Deouty PDQ Director with technical reporting to the Regional Construction Advisor

ROLE PURPOSE:

The Construction technical Specialist is an overall lead in the Country Office for shelter and construction related activities. S/he will be responsible to support to prepare project proposals, workplan, quality benchmarks, monitoring checklists, progress/donor reports etc. Similarly, incumbent needs to prepare procurement plan, tender documents, monitoring checklist, support supply chain team on the procurement process, provide technical backstopping to field team, conduct regular field visit to ensure timely completion of the shelter and construction related activities as per agreed quality and standards. S/he will be responsible for technical oversight in all SCI managed construction activities which includes preparation of designs, drawings, bill of quantity (BOQ), cost estimates and specifications. S/he will organize all activities related to the implementation of construction works in SC Somalia projects from design to implementation, including logistics and monitoring. S/he needs to manage field level technical staffs through matrix management to implement construction activities as per agreed time frame in line with SCI construction policy and needs to work very closely with Program team and Community Mobilization Team to ensure that all projects implemented are demand-driven and communities comply with SC requirements in terms of contribution.

S/he needs to work very closely with Operations Director, Supply Chain team, Awards Manager, Program Managers, other Technical Advisors and Field Managers/Area Managers. The Construction Technical Specialist will exhibit a strong formal knowledge of operational and technical skills, and will be accountable for staff performance and execution of assignments.

QUALIFICATIONS AND EXPERIENCE

Education:

  • Advanced University Degree (Master's Degree or equivalent in Civil or structural Engineering or Architectural) with a minimum of 5 years of relevant experience; OR
  • First Level University Degree (Bachelor's Degree or equivalent with a minimum of 10 years of relevant experience.
  • Extensive knowledge and experience in Computer Aided Designs like AUTOCAD, ARCHICAD, ETABs etc .

Work Experience:

  • Relevant experience is defined as experience in construction coordination, planning and managing works in design and construction, engineering, coordinating infrastructure projects or related field.
  • Experience in administration of Infrastructure contracts is desirable;
  • Experience in monitoring and evaluation is desired
