MdM currently works in more than 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

In MHPSS, MdM intervention in the WB is focused on provision of MHPSS emergency response activities following critical incidents related to occupation, the MHPSS ER is under the umbrella of the WBPC where MdM-F is the leading agency of all MHPSS ER activities implemented by MdM France, other MdM chapters and local partners.

TASKS AND RESPONSIBILITIES:

Under the supervision of the field coordinator and in collaboration with the MHPSS manager for the West Bank you are in charge of the overall management of the MHPSS ER project funded by ECHO through the West Bank Protection Consortium (MdM France as lead, implemented in partnership with MdM Spain, MdM Switzerland and PCC, under the technical leadership of PUI).

Your main responsibilities are:

Strategy and representation
• Participate to the preparation of MHPSS ER plans
• Map and update existing MHPSS ER programs and service providers and ensure proper coordination with the existing services providers
• Conduct MHPSS needs assessments and diagnosis
• Contribute to the drafting of MdM MHPSS ER strategy
• Lead the drafting of proposal for MdM for a follow up phase of the current MHPSS ER project as part of the WBPC and contribute to any other proposal, when needed
• Support the advocacy coordinator in the design and implementation of MHPSS ER advocacy strategy

Management and facilitation of the MHPSS sub-consortium
• Participate to MdM operational/strategic meetings with chapters and local partners and to the WBPC operational/ strategic meetings
• Be the focal point of MdM for all MHPSS ER project operational coordination with the WBPC and clusters
• Ensure a harmonized data collection, monitoring and reporting tools
• Participate in networking with other MHPSS ER and protection stakeholders
• Ensure the qualitative and quantitative data collection and its proper analysis and produce related summaries
• Organize training events related to MHPSS ER
• Organize regular operational meetings with the staff of MdM chapters and local partners
• Participate actively in the writing of donor’s proposals and reports
• Participate in the annual and projects budget construction and consumptions

Nablus program management
• Capitalize on tools, protocols and guidelines produced on the project
• Plan, implement, monitor, and evaluate MHPSS ER activities implemented directly by MdM France staff /or indirectly through MdM chapters and local partner
• Ensure the proper follow up of SOPs, referral mechanisms, regular data collection and data collection tools
• Conduct regular field visits for the project activities implemented by MdM France and by other MdM chapters and local partners
• Ensure close coordination and proper project implementation with MdM chapters and local partners, in addition to the WBPC partners
• Take part in advocacy and communication activities
• Organize regular operational meetings
• Be in charge of the MHPSS ER project operational coordination between MdM chapters and local partner
• Control and monitoring of administrative, HR and technical regulations
• Ensure the collection, analysis, monitoring and evaluation for the data of emergency program in Nablus

HR Management
• Be in charge of the daily operations and management of the MHPSS ER staff in the Nablus base
• Conduct annual appraisals of all staff under your direct supervision
• Participate in the recruitment and briefing of new MHPSS ER staff
• Identify training needs, setting up training or mentoring/coaching programs

Financial and logistics management
• Participate in the annual and projects budget construction and consumptions as well as procurement plan
• Forecast the monthly financial and logistics needs of the projects

CONDITIONS OF EMPLOYMENT:
Status : Employee
Fixed-term contract
Duration : 6 months
Starting date: as soon as possible
Gross monthly salary 2 860 euros
Based in Nablus city in the West Bank with regular visits to Jericho, Hebron, and Jerusalem
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)
Insurance (repatriation…)
Punctual teleworking agreement (40 days/year - minimum of 6 months seniority required)

SKILLS AND EXPERIENCE NEEDED:
Advanced degree in humanitarian aid or project management, or in any other relevant field
Experience in project management of projects implemented by several actors (consortiums)
Experience with INGO working in emergency contexts, managing projects, preferably within the health sector
Previous experience of project planning and budget holding
Strong communication and facilitation skills
Data collection and analysis skills
Proposal writing and donors reporting skills
Language: English mandatory
