We are looking for a Compensation and Benefits Officer to manage and carry out payroll, benefits, human resources (HR) controlling, and similar activities in the areas of compensation and general human resources administration in a proactive and timely manner. The selected candidate will report to the Head of Human Resources and Organisation.

The European Stability Mechanism ("ESM") is the permanent crisis resolution mechanism for euro area countries. It provides financial assistance to Members facing financing difficulties. European leaders have agreed to an expanded mandate for the ESM, which it will implement in the years ahead. The ESM will have a stronger role in the analysis of financial stability risks and design of policy measures in programmes, jointly with the European Commission; it will provide the Single Resolution Board with a financial backstop to support effective and orderly resolution of banks. In the context of the current Covid-19 crisis, the ESM has established a precautionary credit line as one important element in the joint European response to the pandemic.

KEY ACCOUNTABILITIES

Payroll and benefits administration

  • Oversee the preparation and execution of payroll and payments of insurance premiums (review the monthly or yearly payroll calculation, review census data for insurers and validate premiums, ensure timely payment, manage related external provider services).
  • Manage the implementation of the ESM's compensation and benefits programme, and related communications to staff, including on the ESM's retirement and insurance plans.
  • Propose changes to the ESM's compensation and benefits programme based on experience and external best practices.
  • Contribute to the annual compensation review process, and administer the annual salary increase and performance award calculations, as well as other salary adjustments.
  • Implement the ESM car lease plan, procure and manage related external provider services.
  • Provide advice to staff on employment and compensation and benefits matters.
  • Support HR colleagues on general administration matters.
  • Maintain an active network of external counterparts, such as HR controlling or payroll services of other EU institutions.
  • Optimise and automate wherever possible the payroll and benefits enrolment and administration.
  • Develop, review and update the internal controls documentation and operating procedures in relation to compensation and benefits activities; act as a point of contact for compensation and benefits audits.

HR controlling and analytics

  • Manage the preparation and monitor the execution of the HR budget (including monitoring of headcount, costs implications resulting from a change to the benefits contributions, or any other changes impacting the HR budget).
  • Analyse and report compensation and benefits data to senior management.
  • Develop, review and update HR reports, metrics and dashboards designed to enhance decision-making, audit/compliance, and workforce planning.

KEY BACKGROUND & EXPERIENCE

  • University degree, preferably in human resources, business administration, or accounting
  • Minimum four years of relevant experience in compensation and benefits, HR, business administration, shared services, payroll or accounting
  • Experience with information systems such as Oracle Fusion or another HRIS/ERP system
  • Mastery of MS Office Software Applications (particularly Outlook and Excel)
  • Some knowledge of VBA would be an asset
  • Experience in the preparation of the human resources budget and contract management of external vendors would be an asset
  • Relevant experience working at an international organisation is an advantage
  • Excellent drafting and oral communication skills in English; any additional language would be an asset.
