Department Description: Community Outreach

The Community Outreach Department works to strengthen the capacities of Community Based Organizations in Cairo. This is done through systematized training, one to one support, and information gathering and sharing. Different Community Based Organizations are supported through different projects, but are brought together for monthly dialogue meetings, and to form an advocacy network. Outreach works to improve coordination between StARS and Community Based Organizations by nurturing relationships between all departments and Community Based Organization leaders and staff. Outreach collects vital data through partnerships with Community Based Organizations, and assesses community needs through coordination with both Community Based Organizations and other StARS programs. The Outreach team is the main and central body for any new contact or visit within the Cairo refugee communities. Staff members are fully knowledgeable of the services provided by StARS in order to represent the organization as a whole.

Role:

Under the supervision of the Outreach Director, the Deputy Director will co-lead one or two projects focusing on capacity building in Community Based Organizations, working directly with refugee community leaders. The Deputy Director supports all Community Based Organization institutional capacity building efforts with a focus on Community Based Organization self-sufficiency. The Community Outreach Department leadership consists of an Outreach Director, and two Deputy Directors. The Deputy Director supports the Director and second Deputy Director on the strategic vision and project management for the department.

As a Project Manager, the Deputy Director will oversee data collection, data analysis, reviewing narrative contributions, and drafting project reports. They will maintain organized, comprehensive information on the project’s design and implementation, and assist in external communication with donors. They will also oversee projects, opportunities, training or any other beneficial activities in Cairo which may be relevant to Community Based Organization needs.

In their work with Community Based Organizations, the Deputy Director will oversee institutional capacity building training for a group of 18 Community Based Organizations supported under a pre-existing development project. They will oversee the implementation of Community Based Organization-led microgrants, as well as introductory capacity building workshop series for newly mapped Community Based Organizations. They will attend and, when required, lead monthly meetings with Community Based Organizations.

As a leader in the Community Outreach Department, the Deputy Director will maintain strong working knowledge of refugee populations, and the work of Community Based Organizations in the greater Cairo area. They will stay up to date on any changes among Community Based Organizations as well as being able to give accurate information on StARS services across all departments.

The Deputy Director supervises a team of one coordinator and two officers who make up the External Projects Team. This team leads on all institutional capacity building activities. The Deputy Director also provides direct supervision to the Gender Equality Officer, and Fundraising Manager. The Deputy Director also provides ad hoc support to other Community Outreach Department staff when needed.

The Community Outreach Department Deputy Director will take responsibility for co-leading the department when the Director is on leave, and will provide support with other activities or tasks when required.

Essential Requirements:

· Fluent English-speaking skills and advanced English writing skills, as the position requires advanced knowledge of professional and academic English for report writing

· At least two years of experience working with refugees or other vulnerable populations

· Strong project management experience

· Strong communication skills across different cultural backgrounds, with a particular focus on diplomatic communication with communities

· Ability to form strong partnerships among a variety of stakeholders, from grassroots communities to international organizations and donors

· Ability to prioritize workload and multi-task

Preferred Requirements:

· M.A. in a relevant field (social sciences, development, international relations, migration studies)

· Strong experience in providing workshops, conducting training, and leading groups, with excellent facilitation skills.

· Advanced skills in the following areas highly desired: organizational management, project management, report writing, M&E, project design, proposal writing, financial management, advocacy, staff supervision, and communication styles and strategies

· Experience working with or for community-based organizations and knowledge of the Cairo context an advantage.

Working Hours: The Deputy Director is expected to be at work for 40 hours per week, between the hours of 9am and 5pm, from Sunday to Thursday. Longer hours, evening and weekend work are sometimes necessary. Work will be conducted both in StARS premises and also in refugee communities and centers.

Supervised by: Community Outreach Department Director

Salary: 13,000 EGP/month, rising to 14,000 EGP/month following successful completion three-month probationary period. Plus 4,020 EGP/year Health Coverage and 100 EGP/month Saving Scheme Contribution upon completion of probationary period.

This position is subject to a three-month probationary period, at which time the employee’s performance will be reviewed and probation may be extended.
