General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The major role of the Community Mobilization officer is to provide effective liaison and support to community representatives (Water stations, Local Councils …) to advocate the complaint responding mechanism (CRM). The Community Mobilization Officer will act as main focal point with community, and work with Water stations to ensure that community needs, and concerns are being incorporated into the project, to verify information provided from other sources and communicate programme implementation strategy to all stakeholders (for example: Water stations, Local Councils, beneficiaries, etc). Community Mobilization Officer will support Water stations to establish their own complaints responding mechanism and ensure that all records and feed backs are shared between GOAL, Water stations, and beneficiaries.

Duties, objectives, and competencies

  • Liaise with communities and their representatives on implementing effective Complaints Responding Mechanism.
  • Liaise with communities and local authorities to identify skills and knowledge required to carry on water provision by Water stations.
  • With assistance from the WASH Manager develop suitable assessments to collect information from communities as required.
  • coordinate community meetings and ensure appropriate feedback mechanisms for households connected to the water distribution network.
  • Work alongside Monitoring and Evaluation team to better understand the quality of services and activities delivered to target households.
  • As required meet with communities during assessments of water distribution networks.
  • Monitor health data within communities and at health centres to understand the public health related with WASH and identify areas of focus.
  • Support LC to Establish appropriate HR, and documentation systems related to water stations.
  • Ensure water stations adherence to all agreements and memedoms of understanding signed with GOAL, and GOAL’s policies.
  • Other tasks as required relating to community relations as determined by the WASH Manager.

Requirements (essential)

  • BS in Anthropology or Social Sciences or equivalent
  • Strong personality and charisma.
  • Good English oral and written skills.
  • Computer skills (MS Word and Excel).
  • Proven track record of working with communities and government institutions in a third-party role.
  • Proven experience working in field of NGO community liaison/mobilization.
