JOB PURPOSE:

The Community Development Facilitator (CDF) will work under the overall direct supervision and guidance of the Project Manager. She/he supports to ensure the effective, efficient, quality management of Islamic Relief USA funded project, “Islamic Relief’s COVID-19 Adaptation and Recovery Through Economic and Social Protection and Support (I-CARES)”.

I-CARES is a 24-month project, and its primary purpose is supporting COVID-19 impacted communities to address key social, economic, protection and governance issues in selected barangays under the BARMM special geographic areas in the Municipality of Midsayap, North Cotabato, Philippines.

The Community Development Facilitator provides essential support to the team to achieve project success. She/He will also closely work with MEAL, Finance, Admin and Logistics, Human Resources, Advocacy and Communications teams about project management, planning, and implementation.

Overall, the CDF working with the Project Manager, the Project Officer and the project team shall ensure delivery of a range of tasks i.e., effective planning and implementation of project activities, timely and quality donor reporting, liaison, and networking with relevant local government units (LGUs), Bangsamoro Autonomous Region in Muslim Mindanao (BARRM), provincial and national government agencies, other I/NGOs, UN agencies, faith-based sector and leaders, local NGOs, and the private sector.

REPORTING TO: Project Manager

KEY OBJECTIVES

The holder of this position will be a proactive individual, people-centred, and keen to support the development of selected communities of BARMM’s special geographic areas (SGAs) in Midsayap, North Cotabato. With projects covering multiple and integrated sectors, the CDF is expected to be flexible in the conduct of their work on the ground with the communities and project partners.

JOB SUMMARY

The CDF will assist the I-CARE project team in the delivery of projects to individuals, families, communities, and partners.

This will include completing a range of tasks to support the planning, preparation, delivery, monitoring, and reporting of project activities at the field and office level and serve as the liaison between the community and the I-CARE Project Team.

MAIN DUTIES AND RESPONSIBILITIES

  1. Organize and facilitate meetings with target communities.
  2. Conduct and/or assist in assessments and data collection to identify the priority needs in the target areas.
  3. Communicate feedback from project participants and/or communities and other key stakeholders to the Project Officer and/or the project team.
  4. Support in the designing and the conduct of learning events and capacity building activities for the target communities.
  5. Delivery of a range of project tasks to support community interventions.
  6. Support the monitoring of project activities and assisting with reporting.
  7. Coordinate and work with relevant government agencies and other development and humanitarian actors.
  8. Be familiar with, and ensure adherence to, the organisation’s policies and procedures.
  9. Abide by the NGO/Red Cross Code of Conduct, Do No Harm, Islamic Relief’s policies and procedures, and other developmental and humanitarian principles and standards i.e., CHS, MERS, etc.
  10. Facilitate and support disaster preparedness and public information activities.
  11. Any other assignment required by the supervisor/manager.

  1. Work independently on tasks related to project planning and implementation with periodic reporting and direction from supervisor/manager.

PERSONAL SPECIFICATION

ESSENTIAL

Qualifications

  • A graduate of social science course.
  • Knowledge of community-based approaches in humanitarian and development settings is desirable.
  • Competency with the analysis of contextual information, and developing clear, informed recommendations.

Knowledge and Experience

  • At least 2 years of experience in community development.
  • Working knowledge on sustainable and resilient livelihood, enterprise development, financial management, Islamic microfinance, business continuity, COVID-19 response and recovery planning, protection, and inclusion, MHPSS, peacebuilding, community resiliency, etc.

  • Excellent communication skills - able to communicate and report on technical points, both oral and in writing.

Languages

  • Fluency in English and Tagalog (written and spoken is desirable).

IT Skills

  • Good IT skills. Knowledge, Microsoft
  • Office Word and Excel, Outlook

DESIRABLE

Qualification

  • Knowledge of international standards such as Sphere, CHS, etc. is desirable.
  • Experience in emergency response operations is desirable but not essential.
