The Program

The Australia Awards Papua New Guinea (AAPNG) Facility is designed to promote knowledge, leadership and enduring ties between Australia and Papua New Guinea (PNG). It aims to build knowledge and skills to address PNG’s economic and development challenges through international scholarships to Australia and scholarships in PNG.

It offers the next generation of leaders in Papua New Guinea opportunities to acquire professional and technical knowledge and skills relevant to the priorities of the Government of PNG. The program ensures opportunities are provided for women, people with disabilities and people from rural and remote locations. The program supports alumni to use their skills, knowledge and networks to drive change and innovation.

AAPNG includes three study options:

· Australia Award Scholarships for Papua New Guineans to undertake long-term study in Australia, primarily at the postgraduate level;

· Australia Awards Short Course Awards for Papua New Guineans to undertake short-term professional development study in Australia or PNG, often receiving an Australian qualification; and

· Australia Awards In-PNG Scholarships for Papua New Guineans to undertake long-term study in PNG to meet critical workforce gaps.

To deliver Australia Awards outcomes, AAPNG has six stream activities: Australia Awards; PNG and Pacific Awards; Short Course Awards; Alumni Engagement; Secondary Schools; and Higher Education. AAPNG is managed by Tetra Tech International Development, on behalf of the Australian Government.

The Position

The Communications and Partnerships Manager leads and manages the communications and partnerships functions for the Australia Awards PNG (AAPNG) Facility and has a pivotal role in achieving the program’s public diplomacy objectives.

This position is responsible for developing and implementing an effective communications and public diplomacy strategy and plan in accordance with the Facility’s goals, objectives and strategies. This includes internal and external communications, public promotions and events, partnership development and management particularly with the private sector, stakeholder and media liaison, and ensuring alignment with DFAT’s public diplomacy and branding requirements.

The scope includes all Australia Awards Facility program delivery, including scholarships, alumni, secondary schools and higher education activity.

As a member of the Senior Management Team, the Manager will foster continuous improvement and innovation, ensure quality delivery, and maximise program, outcomes for AAPNG.

The Person

Qualifications

  • Tertiary qualifications in communications, marketing, public relations or related field

Experience

  • At least 10 years of communications and/or public relations experience in an international context, covering communication outputs, public relations, promotions, events and media
  • Proven ability to manage a high-performance team in a complex project management environment.
  • Demonstrated and successful experience in working cross-culturally with colleagues, government agencies, service providers and other stakeholders.
  • Demonstrated experience with applying donor branding policy and procedures.
  • Proven experience supporting programs with clear gender equality, disability, social inclusion policy, practice and outcomes.

Skills

  • High-level English language writing skills, including the ability to write for a variety of different audiences. Experience writing official speeches, talking points and briefings would be highly regarded.
  • Excellent attention to detail.
  • Demonstrated experience using graphic design software, particularly Adobe In Design and Photoshop, is highly desirable.
  • Demonstrated website management experience, including use of WordPress and/or other content management systems, is highly desirable.
