The Joint EU-UN Programme for Rural Development - Phase III (ENPARD IV Abkhazia Component) is implemented by the United Nations Development Programme (UNDP) and the Food and Agriculture Organization of the United Nations (FAO). It builds on the results and achievements obtained under two previous phases (Phase II and Phase I) as well as COVID-19 action complementing to ENPARD III Abkhazia Component.

The overall objective of the Joint EU-UN Programme (henceforth “project”) is to contribute to improved quality of life and socio-economic conditions of the rural population in Abkhazia, both of men and women in equal manner as well as specific target groups such as individuals with disabilities, or minority ethnic groups, with special focus on agriculture. The goal of the project is to bring about changes through three specific objectives:

Increase protection of consumers and producers; this will be pursued through awareness raising on food safety, and dissemination of Good Agricultural Practices at farm level Enhance resilience of rural communities; this will be pursued through improved agricultural practices, enhanced local expertise, and strengthened diversification of income generation sources Enhance community empowerment and social inclusion and cohesion through community-led local development initiatives

Under direct supervision of ENPARD IV Technical Coordinator, overall guidance of UNDP CPR Team Leader and in coordination with ENPARD IV team as well as UNDP’s communications unit, the Communications Analyst based in Sukumi will ensure implementation of the project’s communication and visibility plan, including messaging, branding and outreach activities Duties and Responsibilities   Contribute to the implementation of communication and visibility plan in a conflict sensitive manner with Do No Harm approach:

Together with Technical Coordinator develop communication plan for the duration of the project Prepare regular posts and/or stories on social media platforms Provide assistance and inputs for educational videos under CARD component Ensure accurate functioning of ENPARD website Prepare contextual advertisement on social media platforms Produce news inputs for ENPARD website every month, including but not limited to articles, success stories, infographics, short videos, photo stories, etc Create information materials for ENPARD IV grant-mechanism related activities and advertise it using local communication channels. Ensure UNDP’s and EU’s visibility in line with existing guidelines Produces and overseas production of communication products: brochures, booklets, press-releases, audio-visual materials, backgrounders, and so forth. Prepare communication reports and collect visibility inputs if requested Communicate with donor representatives to discuss visibility and communication materials.

Assist in organization of public outreach events in a conflict sensitive manner with Do No Harm approach:

Together with Technical Coordinator, to organize outreach and public awareness events including but not limited to the grant signing ceremonies, LAG capacity building events, ENPARD IV final event etc. Research different ideas for events and awareness campaigns targeting key project stakeholders and the public Participate in public events to build-up networks and disseminate the knowledge and experience compiled by the project.

Institutional Arrangement

Communications Analyst will work under the direct supervision of the ENPARD IV Technical Coordinator, overall guidance of CPR Team Leader and in close cooperation with project team in Sukhumi, as well as UNDP’s communications unit. Competencies   Core Competencies:
