JOB TITLE: Communication Specialist LOCATION: San Salvador, El Salvador REPORTS To: Monitoring, Evaluation and Learning Manager JOB DESCRIPTION Winrock International is recruiting for the position of Communications Specialist for the Upper Lempa River Basin Project being implemented in El Salvador, Guatemala and Honduras (2022 – 2027) which aims to improve water security in the region. The main objective of this position is to implement Project`s communication and dissemination actions, to make visible the different achievements and their results to different internal and external audiences of the Project. More specifically, complying with the following: Develop and implement project communication planning. Develop media strategies to promote and raise awareness about project objectives, activities, and impacts and facilitate strategic outreach activities to communicate progress and/or results of the Project to a wide audience. Carry out actions that promote effective communication with USAID and strategic partners at the trinational, national, and local levels. Prepare communication material of the Project and its results, such as periodic reports, success stories, brochures, informative materials. Ensure compliance with USAID ADS 320 – Branding and Marking guidelines and delivery of communication milestones/goals in a timely manner. The Project seeks to support municipal, national and transboundary institutions to effectively manage their water resources and address water security risks while conserving the environment to enable the North Central American Region to thrive against of increasing climate variability and change. The project will address the following three strategic objectives to achieve its goal: Enhancing collaboration and capacity of transboundary, cross-sectoral and national institutions for climate-smart and evidence-based water resources management Improving water security risk management and violence prevention by users in El Salvador, Guatemala and Honduras Mechanisms for financing the resilient management of assessed and used water resources ESSENTIAL RESPONSIBILITIES Prepare and update Project´s Communications annual work plan. Liaise between Project and USAID and follow up on communication actions with USAID. Lead/facilitate the writing of workplans, quarterly reports, fact sheets, success stories, press releases, web articles, and other communication materials and deliverables. Develop social media content/pieces (including graphics, social media post designs, and others) for dissemination through approved channels. Responsible for developing communication and dissemination strategies to communicate Project progress and/or results. Create communications and knowledge management and learning strategy (KML) in line with Collaboration, Learning and Adapting (CLA) and ensure the dissemination of information, including findings from the Project's learning agenda and Monitoring, Evaluation and Learning (MEL), through platforms, mechanisms or delivery systems more appropriate to Project’s objective and audience. Develop communication products that use appropriate language and graphics for dissemination through CLA events, print media, social media and other channels. Including dissemination campaigns on the main are of the project: water security, biodiversity, gender and gender based violence, adaptation to climate change, among others. Responsible for identifying MEL opportunities for knowledge exchange and coordination between implementing partners, local organizations, government counterparts, the private sector and academia, advancing knowledge management and organizational learning. Collaborate and provide support in the collection, aggregation, synthesis, analysis and interpretation of data. Accompany the technical teams in field activities, such as visits, trainings, workshops, among others. Contribute to and facilitate sessions of pause and reflection with beneficiaries and stakeholders of the Project. Contribute to the synthesis of MEL results and written documents and/or presentations. Assist in the preparation of evaluation results, reports and articles for different audiences. Keep the project team informed about the activities carried out and/or any irregularities presented. Any other activity assigned under the project. Other responsibilities related to the position, as needed. REQUIRED PROFILE Education: University degree in Communications and/or Marketing or Technician in Communications and/or Marketing, strongly preferred qualification. Experience: The ideal candidate should meet the following level of experience: Minimum 6 years of experience in areas of organizational communication or press or research and/or development projects in public, private or international NGOs. Specialization with emphasis on Communication or Journalism, Digital Marketing, Social Media (ongoing or completed). Knowledge and management of office automation tools (text editor, image editor, spreadsheets and presentations) email and data storage in the cloud (cloud), as well as specialized tools for data processing and analysis (Excel); Excellent document writing and spelling, both in Spanish and English. Up-to-date knowledge of document layout. Experience in data collection through interviews and surveys, individually and/or in groups, among others. Experience in graphic design and photography. Experience in event planning. Community manager experience. An advanced level of English, oral and written language is required. Previous experience with USAID projects is desirable. Availability to travel to Project activities both in cities and rural areas of El Salvador, Guatemala and Honduras. Other: The position requires a high level of teamwork facilitating and streamlining communication processes, planning and monitoring them. The project is implemented in the area of the Upper Basin of the Lempa River, and may require travel to the territory of the three countries (Guatemala, El Salvador and Honduras).
