Building on work across the UN with and for young people, and in line with the UN Youth Strategy, in 2018, UNICEF launched a new global partnership dedicated to skilling and connecting young people, aged 10-24, to opportunities in employment, entrepreneurship and social impact.  Generation Unlimited (GenU) is centered on finding new ways to ensure that every young person is in school, learning, training, or employment by 2030 — with a focus on those in the greatest danger of being left behind, including girls, the poorest, those with disabilities, young people on the move and those affected by conflict and natural disasters. This partnership brings together leaders from governments, UN agencies, the private sector, academia, international and civil society organizations, and young people to identify, co-create and scale up innovative solutions to expand opportunities for youth. Young people participate meaningfully in the co-creation of solutions by informing, advising, and helping in implementation every step of the way.

To drive awareness and advocacy around the youth skills-to-opportunity gap and inspire action to better prepare young people for the future of work and life, GenU’s communication approach relies on leveraging the reach and influence of its public-private-youth partners.

Communication Officer will Assist in developing and accountable for coordinating, implementing and evaluating the advocacy and communication strategy and associated products and activities, with the objective of promoting awareness, understanding, investment and action towards skilling and connecting youth to opportunities. This would support Generation Unlimited’s mission, priorities and programmes at a global level and across countries.

How can you make a difference?

Communication priorities and campaigns

The production of communication products and materials and maintenance of the website are timely executed and followed up to support communication strategy, campaigns, and priorities, and to support resource mobilization as set out in the work plan. Implement the tasks in the communication work plan and strategy as assigned. Gather content and coverage of relevant programme activities and results. Produce advocacy and communication materials (e.g., briefing notes, images, video. Web pages etc.) for the organizational needs. Draft and edit agreed articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media, as appropriate. Follow up on the production of advocacy and communication materials (e.g., films, videos, audio-visuals, etc.), and oversee the qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design etc.) in line with defined brand guidelines. Establish or maintain an up-to-date documentation centre for communication materials including publications, press releases and clippings, photographs, audio-visual materials, web resources etc. Recommend appropriate information and communication materials for use in media, and other advocacy and communication activities; recommend the appropriateness, quality and dissemination of printed and audio-visual materials. Recommend established contacts, networks, resources, and processes to support communication activities.

Monitoring and evaluation

Regular monitoring and evaluation activities against objectives are undertaken to ensure maximum impact and continuous improvement of communication efforts. Results and reports are prepared and shared on a timely basis. Contribute to developing an advocacy and communication strategy by coordinating appropriate audience research and compiling and analyzing relevant data. Monitor and evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences and participate in the evaluation of their impact. Monitor and evaluate the use and effectiveness of media materials. Maintain a library of coverage (clippings, coverage etc.) Ensure good quality data collection, analysis and evaluation and reporting to ensure effective communication strategies, planning and effective and efficient advocacy. Undertake lessons learned review of successful and unsuccessful communication experiences as directed by supervisor.

Networking and partnerships

UNICEF's Generation Unlimited has a well maintained and continually developed contact list of young individuals, youth groups and youth-focussed partner organizations and fora whose support is essential to/can assist in achieving the advocacy and communication objectives. Effective working relationships with UNICEF and UN communication counterparts in the Youth Engagement space are developed, maintained, and enhanced. Organize and manage contact lists for partner youth-focused organization, youth partners and relevant UN agencies. Actively look for opportunities to collaborate and partner with other youth-focused organization and youth partners. Create and disseminate content in partnership with other youth-focused organization and youth partners, including for GenU website.

Management

Financial resources (budget management and monitoring) and external consultants / resources are effectively managed and optimally used against agreed plan. Track spends against planned budget Maintain roster of external resources that can be leveraged. Manage the processing for contracting and invoicing consultants / expert needed on specific deliverables on content creation.

To qualify as an advocate for every child you will have…

A university degree (Bachelors) in Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field is required. Advanced degree would be an asset.  A minimum of 2 (two) years of professional experience in communication, print, broadcast, and/or new media is required. Communication practice, methodology and practical application and knowledge of current theories and practices in communication research planning and strategy is desired. United Nations or other international organizations; good understanding of world affairs, current events and international development issues is an asset. Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, Russian, French or Spanish) is an asset.
