Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 54,960 BAM yearly.

Introduction

This position is currently advertised pending the final agreement between the ILO and its partners on the funding of the project and the resources being made available for the ILO.

The position is located in Sarajevo, Bosnia and Herzegovina and it is part of the ILO Decent Work Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest). DWT/CO-Budapest provides technical support and guidance related to the ILO agenda in 18 countries of Central and South Eastern Europe (for more see www.ilo.org/budapest).

The ILO is implementing two multi-country projects funded by the European Union - “Employment and Social Affairs Platform 2” (ESAP 2) in cooperation with and Regional Cooperation Council (RCC) and Enhancing European MIgration Narrative to Develop Further Union's Long-term actions (E-MINDFUL) in cooperation with Organization for Security and Co-operation in Europe (OSCE).

ESAP 2 seeks to reduce informal employment and undeclared work and increase effectiveness of tripartite and bipartite social dialogue in the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia and Serbia). The ESAP2 consists of three thematic components: 1) Tackling Informal Employment and Undeclared Work; 2) Supporting Labour Inspection; and 3) Promoting Social Dialogue.

The E-MINDFUL project aims at generating evidence-based guidance on how to communicate effectively about migration across multiple segments of society. The project should improve the understanding of key factors that influence audiences' perceptions and reactions to messages related to migration and migrants according to selected ongoing and past communication endeavours promoting a balanced, fact-based, and empathic discourse about migration and migrants. The ILO and OSCE will test lessons learned from the stocktaking on audiences targeted with the information/awareness raising campaigns in the six countries involved in the project (Austria, Bosnia-Herzegovina, Germany, Italy, North Macedonia and Serbia); assess the early impact of innovative awareness-raising/edutainment formats piloted in the framework of the project and consolidate the knowledge, tools and lessons learnt.

The National Project Communication Officer (NPCO) is member of ESAP2 and E-MINDFUL Teams directly supporting the ESAP2 CTA and E-MINDFUL Project Manager. The NPCO will work closely with project teams to develop and execute effective, high quality and timely projects' communication initiatives through online platform/web site and other tools at projects' disposal. The NPCO will help ESAP 2 and E-MINDFUL to build public profiles among targeted audiences and to tell their (ESAP 2 and E-MINDFUL) stories in a compelling, creative and engaging way.

S/he will be responsible for key message development, social media content creation, and media outreach, identify target audiences, and create strategies to effectively engage them in communication.

Reporting lines

The Communication Officer reports to the Project Manager (PM) of the E-MINDFUL project, with the Employment Specialist as higher level chief. The Communication Officer carries out communication tasks for both projects and therefore receives guidance also from the Project Manager of the ESAP2 project. The Communication Officer works in cooperation with the ILO's National Coordinator in Bosnia and Herzegovina and the Communication and Information Management Officer of DWT/CO Budapest. Interaction with relevant ILO HQ departments might be required.

Description of Duties

1. Review and analyse the relevant projects' documents and provide communication strategy for both projects and manage its implementation under the supervision of ESAP2 and E-MINDFUL PM. Identifying opportunities to establish a strong identity and brand for ESAP 2 and E-MINDFUL including targeted communications or other strategies as agreed with the ESAP 2 and E-MINDFUL PM.

2. Work in close collaboration with projects' partners (RCC for the ESAP2 and OSCE for the E—MINDFUL) to design and revise project communication work plans considering different approaches and alternative methods, management, problem identification and problem resolution to ensure harmonious presentation of joint or separate activities, and avoid redundancy.

3. Review, verify and analyze communication work plans, and monitor the progress of the projects' communication activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.

4. Assist in the programming and control of resources of the project targeting visibility actions, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.

5. Keep the ESAP online platform up to date ensuring fresh and engaging content. Support the ESAP 2 team in developing and implementing social media campaigns to promote projects milestones if need be.

6. Work with ESAP 2 and E-MINDFUL team to keep respective stakeholders and broader audiences abreast with projects achievements, results and activities.

7. Keep in close contact with stakeholders in the six Western Balkan economies, including field trips, to identify and capture success stories about the ILO implemented ESAP2 project which can be produced in writing, photos, videos or a combination of all these, and disseminate them through the ESAP2 platform or other means of public communication.

8. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, consultative meetings, peer reviews and message delivery in close cooperation with the ESAP2 and E-MINDFUL PM. Speak on behalf of the Projects when attending these gatherings alone. Responding to requests for project information upon consultation with the ESAP2 and E-MINDFUL PM.

9. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project communication matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.

10. Lead in the preparation of media advisory, press release and other contents as stated in the communication strategies and visibility plans.

11. Perform other duties as may be assigned by the ESAP 2 and E-MINDFUL PM.

Throughout the work, the incumbent must follow the ILO Standard Operational Procedures and Rules Concerning Covid-19 as well as the national rules on Covid-19.

Required qualifications

Education

First level university degree in journalism, communications economics, public policies, development studies or a relevant field.

Experience

At least two years of professional experience with writing and communications that demonstrate skills and hands-on experience in a combination of the following areas: coordinating complex public awareness campaigns, communication content analysis, public relations, creative writing, editing, publishing, website content maintenance, photography, videography, event management, verbal and written translation (BHS-ENG Proven experience in working effectively on communication of the EU funded projects would be a strong advantage.

Technical requirements: Good knowledge on the ILO topics concerning labour migration, labour inspections, social dialogue and decent work. Excellent knowledge of EU visibility and communication rules.

Languages

Excellent knowledge of Bosnian/Serbian/Croatian and English.
