Organizational/Office Strategic context:

Gender equality is essential to realizing the mandate of UNICEF to uphold the rights of all children. The UNICEF Gender Action Plan (GAP), 2022–2025, operationalizes the UNICEF Gender Policy, 2021–2030, by specifying how UNICEF will promote gender equality across its programmes and workplaces. It affirms that promoting gender equality and the empowerment of women and girls is the responsibility of everyone, regardless of organizational role.

In partnership and with funding from the European Union and in close coordination with the Government of Nepal, four UN agencies (UNICEF, UNFPA, UN Women, and IILO) are implementing a four-year Joint Programme (JP) titled \" Empowered Women, Prosperous Nepal (Shashakta Mahila, Sambridhha Nepal). From 2023 to 2026, the programme will be implemented in three provinces: Madhesh, Karnali, and Sudurpaschim. UNICEF has been appointed as the lead PUNO for this JP. The JP aims to address the formal and informal barriers that women and girls face in exercising their human rights. It strives to ensure that target groups are identified not only as action targets, but also as key contributors and empowered change agents. Women and girls, men and boys, people who are non-gender conforming, households, community actors / networks, formal institutions, relevant social, economic, and political actors in programme intervention areas will be among the target groups.

The programme has three goals:

a) Engage men and boys, families, and communities to exhibit more gender-equitable behaviours, as well as support for good social and gender norms that promote Gender Equality and Women's Empowerment (GEWE), leading to increased agency and voice of women and girls.

b) Assure equal access to economic, labour, and social rights for women, men, girls, and boys in all their diversity.

c) Assist institutions in achieving gender equality in all spheres, in line with regional and global normative frameworks.

A Joint Programme Coordination Unit (JPCU) is housed in the UN Resident Coordinator’s Office to better coordinate the program among UN agencies implementing this programme (PUNOs). The incumbent is part of the JPCU. This unit has dual reporting lines to the UNICEF Nepal Deputy Representative and to the Head of the Resident Coordinator’s Office. Under the direction of the Gender Programme Coordinator, this position's role is to oversee the communication activities planned for the programme.

How can you make a difference?

Lead activities to communicate the impact of the 'Empowered Women, Prosperous Nepal' JP in accordance with a preapproved Communications Strategy and Branding Guideline. The Communications Officer will also be responsible for monitoring the effectiveness of the communication initiatives undertaken and enhancing the credibility and brand of the United Nations.

The communications officer will oversee communications interventions at all stages of programming in accordance with the Empowered Women, Prosperous Nepal goal, which is to advance gender equality and the empowerment of women and girls in Nepal in order to realize the country's vision of a prosperous and developed Nepal (Vision 2030). The incumbent will assist in the creation of important strategic audio-visual materials that convey the program's impact as well as the development of a communications strategy and brand guidelines. In order to support the program's communication strategy, the incumbent will also make sure that the production of communication goods and materials is timely carried out and followed up on.

Summary of key functions/accountabilities:

Develop a Communication strategy for the JP and lead in implementing aligned activities:

Development of the Communications Strategy and brand guidelines for the JP and the production of key strategic audiovisual assets that communicate the impact of the JP, in line with the Strategy. All developed materials will adhere to the brand guideline.

Media Relations:

To communicate the Empowered Women Prosperous Nepal project to a broader audience, professional assistance and support are provided in developing, drafting, and maintaining contact information, materials, and relationships with journalists and media outlets covering all media – print, TV, web, etc. – in the country.

Monitoring and evaluation:

Effective and regular reporting of monitoring and evaluation of communications activities undertaken according to the JP Communications Strategy.

Celebrities, partners, and special events:

Maintain and expand the programme contact list of people, groups, organizations, and forums (including Government, UN, and bilateral counterparts) whose assistance is required or capable of assisting in achieving the advocacy and communication objectives, as well as those who support and are able to actively participate in special events and activities that advance the programme's objectives.

To qualify as an advocate for every child you will have…

University degree in Communications, Journalism, Public Relations, or a related field

Two years of practical professional work experience in communication, print and broadcast media, or interactive digital media.

Relevant Field work experience. International experience is an asset

Background/familiarity with Emergency situations.

Knowledge of:

Communication practice, methodology, and application. Current theories and practices in communication research planning and strategy are required.

Fundamentals of working in various media formats, including print, audio, video, and the web.

Computer systems, including internet navigation, office applications, and interactive digital media in particular.

Good understanding of gender empowerment and other development issues, as well as global human rights issues, particularly those affecting children and women, as well as current UN positions and approaches.

Goals, visions, positions, policies, guidelines, and strategies for UN communication.

Policies and strategies developed by the United Nations to address national and international issues, including emergencies.

Gender equality and diversity education

Management knowledge and expertise, as well as a communication strategy and networking.

Technical proficiency in creating content for a variety of media formats, including print, audio, video, and web.

UN policies and strategies for dealing with international humanitarian issues, as well as responses.

Language Requirements: Excellent written and oral communication and presentation skills are required in both English and Nepali. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
