Background

Over the last decade, the four countries around Lake Chad Basin, including Cameroon, Chad, Niger, and Nigeria, have experienced repeated incidences of violence from the Boko Haram terrorist group. These crises have deepened instability, slowed economic growth, and engendered deep humanitarian concerns in the region. Additionally, the spread of radicalization, especially amongst youth, remains an imminent threat to peace, stability, and development. Absolutist ideologies that reject co-existence, tolerance, and progress represent an existential threat to these countries. These ideologies have found recruits amongst the youth who believe that the state has failed and that they are excluded from legitimate political and economic processes from time to time. Largely overlooked now due to Boko Haram activities in the region, the crisis has created an urgent humanitarian need for about 10.7 million people in the area.

On 30 August 2018, the Council of Ministers of the Lake Chad Basin Commission (LCBC) adopted the Regional Strategy for the Stabilization, Recovery, and Resilience (RSS) to ensure stabilization of the region of the Boko Haram-affected areas of the Lake Basin Region. The RSS was endorsed by the Peace and Security Council (PSC) of the African Union. The strategy elaborates an overarching regional approach in dealing with the deep-rooted causes of under-development and the drivers of violent extremism and conflicts in the Lake Chad region. It is being implemented in eight targeted areas of the four Member States.

The RSS provides a comprehensive, integrated and multi-level framework for overall Stabilization comprising nine inter-related pillars that include military support to the MNJTF, humanitarian assistance, and critical interventions to secure early recovery longer-term resilience.

The Strategy recognizes the nexus between security, humanitarian, and development issues and calls for a “New Way of Working” to be at the heart of responding to the Lake Chad Basin Region crisis. Achieving the “New Way of Working” will require strong coordination between Governments at central and local levels, regional and continental institutions, and between UN agencies and entities, including international community partners, civil society actors, and the private sector.

UNDP support to the Stabilization of the region is at two key results. Result 1 focus on immediate Stabilization of specific target areas, builds on UNDP experience in Iraq and elsewhere to offer activities to secure three outputs understood as the basis of successful Stabilization. Result 2 focuses on strengthening the capacity of LCBC to implement the Regional Stabilization Strategy as adopted by the LCBC Ministerial Council on 30th August 2018 and endorsed by the AU Peace and Security Committee summit on 5th December 2018.

To achieve the two key results, UNDP developed the Regional Stabilization Facility (RSF) to support the Lake Chad Basin Regional Stabilization Strategy's operationalization and implementation and has resourced a Stabilization Secretariat to lead and deliver on the two result areas. The Secretariat will be responsible for programming and implementation, building strategic partnerships, mobilizing resources, technical coordination and oversight, and managing knowledge and communication that will lead to achieving the key results.

To support the RSS implementation and highlight the field's progress, the RSS Secretariat is looking for an intern to help the Regional Communication Specialist. The intern will be part of the RSS Secretariat and work with the Communication Specialist to enhance the RSS Strategic communication, showcase the progress and results on the field through innovative communication tools, strengthen the relationship with Medias, CSO Security forces, and civilian communities, and support the program team for any communication need.

Duties and Responsibilities

Under the RSS Head of Secretariat's overall supervision and directly reporting to the Communication Specialist, the intern will provide support for activities relating to communications, advocacy, media, and digital media. Duties will include but not be limited to:

1. Graphic and infographic design support (40%)

  • Create visual assets for web and print;
  • Turn multi-dimensional data into attractive and accessible graphics;
  • Contribute to developing communication tools, including visual, photographic materials, multimedia presentations and videos;
  • Design infographics and illustrations that help convey the key messages of the publications;
  • Work within branding guidelines and help to improve and evolve them .

2. Website and social Media content management (35%)

  • Maintain current information on website and webpage;
  • Write and edit articles, editorials as needed;
  • Research articles, stories, resources, or other content that is relevant to our communities and post it to our Facebook and Twitter page in a manner that invites conversation and interaction;
  • Support to develop a social media strategy for the RSS, guide and action plan for staff to take overwork.

3. Knowledge Management support (25%)

  • Provide support on the implementation of the LCBC Knowledge Management Platform;
  • Provide support on the deployment and/or management of the project website;
  • Support project’s external communication;
  • Support the organization of webinars and national/regional calls;
  • Support the organization of regional and/or national workshops;
  • Support Program Team at other tasks ad hoc basis.

Required Skills and Experience

Candidates must meet one of the following educational requirements:

  • Be enrolled in a graduate school programme (second university degree or equivalent, or higher);
  • Be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent);
  • Have graduated with a university degree (as defined in first and second bulletabove) and, if selected, must start the internship within one-year of graduation.

Field of study:

  • Communication, Journalism, Knowledge Management, Social Sciences or equivalent in Digital Communication or a related field.

Skills and Work experience:

  • Experience in producing, editing communication, digital storytelling and knowledge management products is an asset.
  • Experience on website management and knowledge management platform design is an asset.
  • Knowledge and a proficient user of Microsoft Office productivity tools.
  • Experience organizing virtual events and/or meetings is an asset.

Language skills:

  • Fluency in written and spoken both English and French is required.
  • Knowledge of other UN languages is an advantage.

Intern requiements:

  • Applicants should indicate which months they are available part and/or full time and when they complete their studies;
  • UNDP internship programme does a monthly stipend for the internship period;
  • All the expenses connected with the internship will be borne by the intern, sponsoring Government or institution;
  • UNDP accepts no responsibility for costs arising from accidents and/or illness or death incurred during the internship;
  • The intern is responsible for obtaining necessary visas and arranging travel to and from the duty station where the internship will be performed;
  • Interns are not eligible to apply for, or be appointed to, any post in UNDP during the period of the internship;
  • The intern must provide proof of enrollment in health insurance plan;
  • Interns are not staff members and may not represent UNDP in any official capacity;
  • The Intern is expected to work full time but flexibility is allowed for his/her education programme;
  • The intern will have to obtain financing for subsistence and make his/her own arrangements for internship, travel, VISA, accommodation etc.;

Working Arrangements:

  • Applicants based in Ndjamena will work both from home and at the office. If the successful applicant is abroad, he will work remotely. The working hours will be based on Central Africa Time. The intern will have to use his/her own IT equipment and internet connection.
