Job Title: Clinical Health Extension Officer – HIV Care and Treatment
Reports to: HIV Advisor


Job Summary


Provide technical support to the clinical team at PEPFAR-supported ART sites in clinical care according to national standards, in introducing pre-exposure prophylaxis (PrEP) , and implementing innovations for closing the gaps in the HIV care and treatment cascade including but not limited to same-day ART initiation; OI screening, diagnosis and management; ARV optimization; differentiated service delivery; retention strategies; institutionalizing viral load testing and management of clients with high viral load. Liaise with and appropriately consult the medical officer to manage clients with advanced HIV disease and refer those who need inpatient management.

Responsibilities
• Lead the team of clinicians at the ART clinics in providing the standard of clinical care to clients attending PEPFAR-supported ART clinics.
• Taking history, examining, diagnosing, and treating people living with HIV who present with opportunistic infections and common illnesses. Perform any clinical procedures required of a Health Extension Officer (HEO) consistent with the national policy guidelines.
• In collaboration with the health facility team, set up a system for identifying and attending to clients with advanced HIV disease, while appropriately referring those who need medical officer consultation.
• Confidentially handle patient information and participate in keeping/maintaining complete and up-to-date client records.
• Support site-level program monitoring, evaluating, and reporting.
• Identify gaps in HIV commodities, supplies, and equipment in assigned facilities with prompt communication for appropriate remediation.
• Support implementation of program quality improvement activities, mortality reviews and data utilization at the site level.
• Identify training needs or quality improvement measures and then communicate with the QMAP teams for remediation.
• Provide direct mentoring support to HIV care and treatment sites to implement national SOPs, protocols and guidelines for HIV care and treatment services, including access to viral load testing.
• Carry out any other tasks that may be assigned


KNOWLEDGE, SKILLS, AND ABILITIES:


• Awarded a diploma as a Health Extension Officer (or equivalent qualification) from a recognized institution
• At least 5 years of clinical experience in Papua New Guinea.
• Has a valid license to practice clinical medicine in Papua New Guinea.
• Familiarity with the PNG national guidelines, protocols and clinical tools, especially those related to STI and HIV care and treatment
• Able to read, write, and speak fluent English (and Tok Pisin).
• Proficiency in computer skills –M/S Word and PowerPoint
