Result of Service

The expected outputs and delivery of the consultancy are: 1. A periodic Monitoring and Review System for Nepal's NAP. (PRODOC Output 4.1 - A Monitoring and Review system established for the NAP Process)

a. Prepare an Inception Report elaborating the background, methods and tools to accomplish the assignment (Outputs 1, 2 and 3), including timeline and proposed contents of the NAP M&E Framework.

b. Prepare final Inception Report based on comments and feedback from NAP PMU and CCMD.

c. Consultations: ô€¸ Consult with National Planning Commission (NPC), Provincial Planning Commission, Planning units of key sectors, Project Management Unit (PMU) and MoFE's CCMD to get past and updated knowledge and information on the national, provincial and sector monitoring and evaluation systems (including economic, social (gender) and environmental variables) and adaptation

planning processes (NAP status), and identify entry points for adaptation planning and implementation monitoring

and evaluation.

ô€¸ Consult NAP and NAP M&R framework prepared by other countries (See UNFCCC NAP Central website) and adaptation

planning monitoring and evaluation best practice.

ô€¸ Undertake field mission to 3 Provincial headquarters (Covid 19 restrictions permitting) to assess review and M&R system in place and capacities.

d. Develop proposed indicators for adaptation planning (output and outcome/impact levels) and the NAP based on draft NAP document, priority NAP programmes and projects, identify entry points in existing M&E systems, and sources of data and means of verification for reporting achievements against indicators.

e, Develop Draft NAP M&R Framework that includes a clear rational, indicator definition protocols and methods on social, economic and environmental data collection and analysis, and scope for integrating NAP M&R Framework into national, provincial and sector M&E systems;

f. Present draft NAP M&R Framework to key stakeholders including NPC, PPC, Sectors, PMU, CCMD, and seek guidance and feedback on draft NAP Review and M&E Framework.

g. Produce final NAP M&R Framework based on feedback from stakeholders and recommend the key features when developed a system for monitoring and review.

2. Guidelines for Integrating NAP M&R Framework within the government's planning agencies at both federal and provincial levels and at least three sectors (PRODOC Output 4.2 Technical training of national and local government representatives and stakeholders to implement the NAP monitoring and reviewing system & Activity 4.2.1)

a. Develop guidelines for integrating NAP's M&R Framework, in particular linking indicators and means of verification and data protocols in national, provincial and sector M&E systems, including national development plans and SDG Monitoring systems (SDG 13 Climate change).

b. Present draft guidelines to NPC, PPC, NAP working groups, NAP PMU and CCMD for review and finalization.

c. Final Guidelines for integrating NAP's M&R Framework into NPC, PPC and in three Sectors.

d. In close coordination with the IC and NC leading on the drafting of the NAP document, draft M&R Framework sections for inclusion in the NAP document.

e. Policy brief on NAP M&R system

Deliverables:

  • Draft Guidelines, including criteria and key indicators and means of verification for integrating NAP M&R Framework into national,

provincial and sector M&E systems.

  • Workshop report on presentation of draft guidelines.
  • Final Guidelines for Integrating NAP M&R Framework into national, provincial and in three sector M&E systems.
  • NAP M&R Framework sections included in the NAP document, including chapter on NAP M&R

Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNFCCC Conference of the Parties at its on its sixteenth session (COP16) decided to establish a process to enable least developed country Parties to formulate and implement national adaptation plans(NAPs), building upon their experience in preparing and implementing national adaptation programmes of action, as a means of identifying medium- and long-term adaptation needs and developing and implementing strategies and programmes to address those needs (decision 1/CP.16, paragraph 15).Subsequently, COP17, through its decision 5/CP.17, paragraph 1, agreed that the objectives of the NAP process are as follows: a) To reduce vulnerability to the impacts of climate change, by building adaptive capacity and resilience;

b) To facilitate the integration of climate change adaptation, in a coherent manner, into relevant new and existing policies, programmes and activities, in particular development planning processes and strategies, within all relevant sectors and at different levels, as appropriate;

COP17 requested the Least Developed Countries Expert Group (LEG) to prepare technical guidelines for the NAP process, based on the initial guidelines, included in the annex to decision 5/CP.17, and the NAP technical guidelines have been developed in December 2012.

As a response to the request of the Government of Nepal, UNEP is executing the Green Climate Fund (GCF) funded project entitled "Building Capacity to Advance National Adaptation Plan Process in Nepal. This project supports the Climate Change Management Division of the Ministry of Forests and Environment to reduce vulnerability to climate change, and increase resilience through integration of climate change adaptation into development planning processes through: a) Development and enhancement of 'country capacity' to promote climate change adaptation (CCA) at systemic, institutional and individual levels; and help poor and climate vulnerable communities in adapting to and building resilience to climate change impacts;

b) Contribution to reduce climate vulnerability by integrating CCA into existing and new policies, strategies and programmes;

c) Establishment and/strengthening of a system to generate and share knowledge, experience, lessons learned, gaps and needs at international (NAP Expo, side-events during COPs sessions and SBs meetings), national and sub-national levels to advance CCA for the benefit of the poor people and restoration of ecosystem restoration; and

d) Development of a strategy to implement, monitor and communicate adaptation benefits at different levels.

The project aims to enhance institutional coordination mechanism and put in place the capacity for informed decision-making which will lead to changing the behaviour and mind-set of the Nepalese society and decision-makers in the government such that climate change adaptation becomes a part of Nepal's development strategy and plans.

The objective of the consultancy are to: 1) Elaborate a Monitoring and Review (M&R) system for Nepal's NAP to enable tracking and reporting on its implementation

and results and impact against adaptation objectives (including environment, social (gender) and economic variables) and

establish a periodic review system;

2) Develop Guidelines to integrate the NAP Monitoring and Review system into Nepal's national M&E system of the National

Planning Commission and of the provincial governments (Provincial Planning Commission)

Qualifications/special skills

Academic Qualifications: At least Master's degree (preferably PhD) in monitoring and evaluation, statistics, environmental sciences, public policy, economics or a closely related field

Experience:

  • A minimum of 10 years' relevant work experience in developing monitoring and evaluations systems for public policy and programmes in Nepal ;
  • Experience in developing M&E systems for policies, plans and programmes in close collaboration with public sector institution, preferably with the National Planning Commission, National Bureau of Statistics and/or other relevant agencies and institutions.
  • Demonstrated experience and skills related to formulating indicators and means of verifications, including data collection protocols and analysis for monitoring and reporting on results and impacts of public policy and bilateral and multilateral supported programmes and projects. Engaged in the environment sector would be an added advantage.
  • Experience in integrating social (i.e. gender, vulnerable groups) and economic variables in monitoring and evaluation systems, and integrating environmental variables would be an added advantage.
  • Ability to work effectively within a variety of government agencies and stakeholder groups and a diversity of individuals (gender, age, language, etc.);
  • Availability and commitment to perform the tasks and to deliver work on time;
  • Ability to plan, prioritize and deliver tasks effectively and on time;
  • Ability to work under pressure and to meet tight deadlines;
  • Ability to synthesize information in a clear and well-structured manner;
  • Record of working harmoniously in team;
  • Experience in research and developing analytical reports;
  • Sensitive on do-no-harm approach.

Language: Excellent written and oral communication skill in English and Nepali are required.
