The International Commission on Missing Persons (ICMP) is a treaty-based international organization with headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons. The CSI Manager purpose is to promote public involvement of families of the missing, non-governmental institutions, and other actors in efforts to help families of the missing to access their right to the truth, justice and reparations. Under the overall guidance and supervision of the Head of PCI Division, the CSI Manager’s main duties and responsibilities are the following:

  • Serves as ICMP subject matter expert in Civil Society Initiatives and small grants administration
  • Supports in the selection, hiring and onboarding of civil society staff across all ICMP locations
  • Drafts and approves changes to CSI staff job descriptions
  • Establishes and maintains partnerships with representatives of family associations, CSOs, and other civil society organizations involved in missing persons’ issues located globally, and in particularly in ICMP country program locations
  • Designs and supports the implementation of outreach and other global public events for Civil Society organizations (CSOs)
  • In coordination with the CEL, designs and organizes capacity-building and training events and meetings with communities, families of missing persons and CSOs both globally and in ICMP country program locations
  • Provides advice and guidance on the development of appropriate expressions of commemoration and tribute to the missing
  • Designs, plans and implements the small grants cycles in program(s) in full compliance with ICMP policies and ensuring adequate gender mainstreaming
  • Serves as headquarters focal point for all matters related to small grants in ICMP programs and projects, and other type of support to civil society organizations

    Administration

    • Maintains a database of current or potential partners, initiatives, threats and opportunities, impacting ICMP CSI-related activities
    • Contributes to the preparation of internal and external proposals, reports and other materials for fundraising, grant management or implementation activity

      Other

      • Supports PCI division in other areas during times of peak work load or during leave of other PCI colleagues
      • Represent ICMP at external meetings and functions, when requested
