Background Information - Project

“The Eastern Partnership European School” Phase II Project is the second phase of a wider initiative by the European Commission (EC) for the six Eastern Partnership countries, a flagship Project and one of the \"Eastern Partnership - 20 Deliverables for 2020\", to address the needs of youth, focusing on the secondary education. The School for the Eastern Partnership offers high quality education to pupils from partner countries to increase their educational and employment opportunities, fostering cooperation, multi-cultural understanding, tolerance, and fundamental values, and promoting a better understanding of the EU and its engagement in the region. In this phase, a partnership with an existing Tbilisi (Georgia) based school will be developed, which can serve as a launch pad for the European Neighborhood School roll-out. The gradual approach also favors further development and improvement of the school's operations and educational offer over time.

This second phase of the EU School project involves two Components.
The first is an education component partnering with the Ministry of Education and Science (MoES) to develop the Governance of the School, to capacitate School personnel and to over time place the project firmly within Government efforts to reform the education system. The second component involves the construction of two main buildings - academic and dormitory buildings with civil works commencing in September 2022 for completion and school opening in September 2024- as well as sport infrastructures, access roads and landscaping works.
The MoES has an infrastructure and development agency, the Education and Science Development Agency (ESIDA) which has been funded and tasked by the Government of Georgia to construct the campus and buildings. UNOPS, through the EC, has funded the design and will co-fund with ESIDA the Supervision of construction as well as procuring specific parts of furniture and equipment. UNOPS’ role is in also providing knowledge, ESIDA and site contractor staff capacity development by encouraging good practices both for construction supervision and construction activities. To carry out this task, UNOPS will deploy at the construction site an experienced team formed by local and international experts that will contribute to improve the local construction practices and upgrade them to European standards. Functional Responsibilities
The Civil Engineer is a full time position based in Tbilisi Georgia and primarily sited on the Eastern Partnerships European School construction site at Lisi Lake, Tbilisi.

The incumbent is required to follow up on Work Plans and activities of contractors and reports accordingly to the Senior Engineer as a direct supervisor or designated alternate.
The Civil Engineer provides technical assistance and expertise with reference to the construction works as well as field coordination, ensuring high quality and consistency of work, for the construction works. The Civil Engineer promotes a collaborative, client focused, quality and results-oriented approach in the Project Team.

Construction works supervision Quality Assurance Monitoring and progress controls
1. Construction works and coordination with Contractors and Supervision:
Provide expert opinion/advice to the Project Managers and the Project Civil Engineer on all engineering issues for assigned works. Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time. Provide regular reports to the Project Managers and the Project Civil Engineer and provide inputs for the periodic and final Reports to inform donors and the key stakeholders on Project progress. Support the management of contractors and contract execution to ensure delivery according to the scope, budget and time and in compliance with the technical documentation. Review the regular reports from the Supervisor to identify possible missings or mistakes that need to be rectified and inform the UNOPS Senior Engineer; Check and revise Terms of Reference, scope of works and all technical documents/designs in line with national legal framework and UNOPS norms and standards. Ensure that documentation on site is kept according to the valid law for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation) Maintain the cooperation with the construction supervisors, contractors, designers and local authorities. Ensure the Construction Supervisor provides reports on the activities specified within the valid law for planning and construction. Ensure respect of Health and Safety procedures on the site and notify the Supervisor of any irregularities immediately after. Perform other duties as assigned by Project Civil Engineer in the agreed timeframe.
2. Quality Controls:
Ensure Supervisor measures and records the quality of the construction materials and collected attest documentation. Follow up the process of design changes/variations with the Supervisor, Contractor(s) and Design supervision, and ensure the process is done correctly; Verify and contribute to technical specifications of products, apparatus, services and associated quality of material. Ensure the contractor provides a method statement for works prior commencement and performs the quality check of the presented document. During the Defect Notification Period (DNP), intervene as required and liaise with the contractor to fix in a timely manner issues that arise and are covered by the defect notification period.
3. Monitoring and Progress Controls:
Review and contribute to the Contractor's Quality Health and Safety, Social and Environment plans and ensure its compliance. Ensure on site works are provided in accordance to all Health and Safety, Social and Environmental requirements, norms, national and international best practices. Attend site coordination meetings with the contractors, technical supervisors and other stakeholders as necessary and provide summary minutes of meetings for construction-related meetings, to UNOPS management. Provide Site Reports on Project related activities, specifying work progress and arising issues. Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time. At request of the UNOPS Senior Engineer, assist and support in the preparation of documents for the working meetings with ESIDA and MoES. Support the Supervisor and Design supervision teams in the inspection of the materials delivered to the project, ensuring they meet the specification requirements and proposing corrective actions where the quality of materials delivered does not meet these specification requirements; Provide UNOPS with photographic (before, ongoing, after) and reports including Lessons Learnt Reports Any other task assigned by the UNOPS Engineer. Education/Experience/Language requirements
Education:
Bachelor’s Degree in Civil Engineering or similar field is required. Master's Degree in Civil Engineering or similar field is preferred. Experience
2 years of experience in construction supervision activities is required.
Language Requirements
Fluency in English and Georgian required.
Additional Requirements:
Proficient in design software such as CAD is an asset. Proven knowledge of large scale RCC structural components and applicable constructability issues on a construction site is an advantage. Working knowledge of MS Office packages (MS Project especially), with advanced Excel skills., is an asset. Ability to pass on knowledge to ESIDA and Contractor staff. Driving license and ability to travel independently is an asset. Proven organizational, negotiation and problem solving skills are an asset. Ability to overcome challenges and work in difficult work environments/conditions is an asset.
