To support this work, the Human Resources of the MSF Operational Centre Brussels (OCB) is looking for a: Circles Referent for Learning and Development (m/f)

CONTEXT

OCB’s HR vision for 2020-2023 focuses on 8 pillars (Global Workforce, Operational needs, Personal & Professional Development, MSF Leaders, Induction/Onboarding, Responsible Employer Behavior, Agility).

This HR vision is supported by the Learning strategy that aims to co-create learning journeys with the learner as close as possible to his/her reality (develop and make available tools, material and Trainer of Trainers/facilitators/mentors).

Both visions underline the importance of learning & development opportunities for all staff, in order to increase the quality of operations.

With a clear structure and strategy, good communication and working on the transversality of learning events, the Learning & Development Circles wish to invest in pro-active and tailor-made learning solutions for the global workforce of MSF.

The Learning & Development Circles Referent works in close cooperation with the Development Circle, HR OPS Hub and other departments and reports directly to the People Development Hub Coordinator.

The Referent coordinates and manages 2 circles: The Learning Solutions Circle and the Support Services Circle. As a referent, s/he represents those circles inside and outside the Hub.

JOB PROFILE

The main areas of responsibility of the Learning & Development Circles Referent are:

To act as a team manager for the Learning & Development circles (around 15 people):

a) Define and organize the priorities of the circles in line with the general strategy of the Hub.

b) Follow-up of decision making and of their implementation.

c) Ensure proper communication and flow of information to and from the team

d) Follow-up of different projects in link with the circles

e) People management: available for team members, manage eventual conflicts and the well-being of the teams, propose individual development plans

To contribute within the HR Department, to the definition and implementation of the OCB’s vision, policies, processes & strategies for Learning Solution and support services:

a) Ensures main goals & objectives of the circles are achieved

b) Ensures alignment and consistency of the strategy with internal partners

c) Contribute to the definition and the implementation of management/monitoring tools

d) Ensures the relevance and the efficiency of processes and policies (existing and to be developed)

Communication:

a) Liaise with internal & external stakeholders

b) Support team members while representing the 2 circles within the People Development Hub and with other departments

c) Promoting the Learning Solutions activities inside OCB and with counterparts

CANDIDATE PROFILE

· University degree in social science, business or equivalent field

· Minimum 3 years of professional experience in team management

· Education and/or experience in Adult Learning

· Further education or experience in Digital Learning Program Design, Agile and participative management, Change Management, coaching or equivalent is an asset

· Experience in coordination position within MSF is a strong asset

· Capacity to propose learning strategies, innovative learning methods, and technologies

· Strong interpersonal and intercultural communication skills

· Leadership, Team player and cross functional attitude

· Very good aptitude for listening and dialogue

· Fluent both in French and in English

· Adherence to MSF values: Respect, Transparency, Integrity, Accountability, Trust, Empowerment

CONDITIONS

· Open-ended contract – full time

· Position based in Brussels
