Context:

Under the overall supervision of the Deputy Chief of Mission in Libya and the direct supervision of the Protection Coordinator, the successful candidate will be responsible for tracking case management and support in the protection of all migrant children IOM is assisting in the framework of its voluntary humanitarian return and protection and assistance activities.

Core Functions / Responsibilities:

  1. Integrate specific child-rights procedures within the voluntary humanitarian returns operated out of Libya to ensure that unaccompanied and separated migrant children are timely identified and appropriately assisted as per their best interests in line with IOM policy and institutional guidance notes.
  2. Set-up specific best interest assessments and/or determination procedures which could be swiftly processed within the return process, if return is identified and confirmed to be in the best interests of those migrant children.

  3. Follow-up with the return team in Libya as well as with the countries of origin to facilitate quality assistance and continuum of care.

  4. In coordination with Protection Coordinator and members of the unit and other external protection actors, identify and follow-up appropriate options in alternative to the return if not in the best interests.

  5. Liaise with protection cluster on child protection and support the Country office to develop child safeguarding and protection strategy and relevant standard operating procedures (SoPs).

  6. Flag specific cases of concern and follow-up with protection units for their timely support and protection.

  7. Support coordination with United Nations International Children's Emergency Fund (UNICEF) and other actors to facilitate complementarity in the area of child protection interventions.

  8. Supervise the work of the IOM contracted case worker(s) on child protection and address all punctual and relevant issues that might emerge during the exercise of his/her/their functions.

  9. Liaise with the Voluntary Humanitarian Return (VHR) and the Displacement Tracking Matrix (DTM) team to check that specific evidence gathering needs are reflected in the data collection and propose any specific reporting needs on child protection to be produced.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, International Relations, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in emergency operations and liaison with other United Nations (UN) and non-UN humanitarian actors;

• Experience and knowledge of protection standards applicable to migrants and refugees.

Skills

• Knowledge of key standards in child protection applicable to migrant children.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, and/or Spanish is an advantage.

The position is based in Tunis, Tunisia with possible relocation to Libya if and when the situation is conducive.

Internationally recruited professional staff are required to be mobile.
