The Opportunity

The Child Protection in Emergencies (CPiE)Portfolio Manager will ensure the effective management and coordination of multi-sub and multi-funded child protection projects. S/he will lead the operational implementation of child protection projects while coordinating technical needs, program design and development, and overseeing related advocacy and emergency portfolio.

The CPiE Portfolio Manager will ensure effective management of the overall grant portfolio with particular attention to program quality and contractual compliance. The role will maintain a coherent overview of implementation and performance against key CP indicators, monitor budgets and have forecasting oversight of the overall portfolio to ensure appropriate, timely and accurate sharing of information with relevant stakeholders. S/he is expected to take an active role in technical co-ordination, support and advocacy with the country specific child protection coordination group and other stakeholders and technical agencies relevant to the sector.

Do you have what it takes?

· Excellent communication skills. Fluent in French and with a high level of written and spoken English

· Master Degree in Development Studies, Psychology, Social Work, Social Science or related field. Demonstrated knowledge and practical experience in the field of CPiE.

· A minimum of 5-7 years proven progressive experience in a similar role in an emergency and insecure context.

· Demonstrated track record in driving change and enabling high performing teams, with the ability to lead, motivate and develop others.

· Knowledge of the requirements of donor compliance and financial management

· Experience of programming in complex environments with good understanding and appreciation of the security context, the political environment, and humanitarian context in CAR or a comparable environment.

· Knowledge of key influencing tools, approaches and techniques.

· Proven track record in staff supervision on both technical and programme management skill

· Ability to analyse information, evaluate options and to think and plan strategically

· Ability to write clear and well-argued assessment and project reports

· Capacity to collaborate institutional donors and other stakeholders Politically and culturally sensitive with qualities of patience, tact and diplomacy

· A team player who is able to work collaboratively and with people of diverse backgrounds

· Ability to work and meet deadlines under pressure

· Thorough knowledge of and experience of Minimum Standards for Child Protection in Humanitarian Action and other interagency guidelines for child protection

· Commitment to Plan International values (see below) and principles.
