Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given.     Introduction

    The EU funded Support to Rural Entrepreneurship, Investment and Trade project, STREIT, aims to contribute to the sustainable and inclusive economic development in East Sepik and Sandaun Provinces in Papua New Guinea. The ILO inputs to this project will improve access to communities and markets by rehabilitating and maintaining transport infrastructure such as rural roads, wharves and jetties. By applying local resource-based approaches in the infrastructure works, the ILO also seeks to (i) increase participation of local communities in the works, (ii) increase the creation of jobs and income by applying employment-intensive work methods and (iii) secure the involvement of the local construction industry.

    The ILO activities will place emphasis on strengthening the capacity of local institutions responsible for the improvement, development and maintenance of transport infrastructure, introducing approaches relying to the extent possible on the use of local resources such as local entrepreneurs and communities. All activities will be gender-mainstreamed targeting women, youth and disadvantaged groups.

    Overview

    The ILO technical assistance forms an integral part of the STREIT project delivered by a host of UN agencies under the overall coordination of FAO. Within this framework, the Chief Technical Advisor (CTA) will take charge of all activities within the scope of the project infrastructure component. As such, the CTA will manage all planning and implementation activities in relation to the rehabilitation and maintenance of transport infrastructure forming part of the project in line with work plans, projects documents, ILO policies and strategies, and in accordance with country programmes and administrative and financial procedures.

    The CTA will manage and supervise the work of a multi-disciplinary team, consisting of international specialists, national professionals, administrative staff, as well as international and local consultants. Furthermore, she/he will lead and also participate in the work on capacity building, including formulation, development and conduct of training. The incumbent will ensure effective cooperation and synergies between the activities of the ILO TA team and the other project components, as well as with other infrastructure initiatives in the project area.

    To secure effective coordination with other project components, the CTA will maintain continuous communication with the overall manager of STREIT, with the objective of coordinating programme components and thus achieving optimal utilisation of project resources and maximum impact of the technical cooperation interventions.

    The CTA reports to the Director of the ILO Office for Pacific Island Countries in Suva, and receive technical guidance and advice from a team of specialists in Bangkok, including (but not limited to) employment-intensive infrastructure works (EIIP), contractor development and decent work in the rural economy.

    Description of Duties

    In collaboration with project partners, local authorities, technical agencies, business associations and others, the CTA will engage in a number of activities, including but not limited to the following:

    Project management:

    1. Responsible for effective management, coordination, planning, implementation, monitoring and evaluation of all project activities relating to the infrastructure component in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures, in consultation with CO-Suva.

    2. Ensure timely provision of inputs of personnel, technical support services, consultants, civil works contracts, training, equipment, supplies and other needs related to the project infrastructure component in line with work plans and procurement plans.

    3. Participate in the overall planning, programming and implementation of STREIT, secure effective coordination, consultation and involvement of/with public and private sector stakeholders (including local contractors) and ensure complementarity with other project components.

    4. Periodically report, monitor and facilitate the evaluation of the infrastructure works according to project documents and work plans.

    5. Manage funds/budgets allocated to the project and ensure the preparation of periodic progress reports for submission in accordance with the established rules and procedures. Monitor the payments of work, forecast project expenditure and update budgets and initiate payment requests. Ensure the preparation of financial records and oversee the maintenance of an up-to-date financial status of the project infrastructure works.

    6. Manage efficiently the human resources of the project including recruitment and performance management.

    Technical leadership and advice:

    7. Provide technical expertise and advice to the project team and when required to the stakeholders of the project, including relevant government agencies and other key institutions. Ensure that technical interventions and decisions are well founded and take into account the specific nature of the project objectives.

    8. Assess capacities of government technical agencies, local contractors, TVET institutions and communities, and organise, manage and provide inputs in the design and implementation of capacity development activities to ensure that necessary competencies and skills are available for the planning and implementation of infrastructure works, also beyond the end date of STREIT.

    9. Establish technical design standards, work methods and organisation (based on the use of employment-intensive approaches and appropriate technologies), standard bills of quantities, work norms, unit rates for civil works activities and works contracts, and collate these in manuals and guidelines, including measures to ensure climate and natural disaster resilience and compliance to ILO’s decent work conditions (including adequate inclusive measures that secure the full involvement of women, youth, disabled and other groups requiring particular attention).

    10. Develop and maintain strong links with ILO Decent Work Team Specialists in Bangkok and other colleagues in the field and HQ on specific technical areas requiring comprehensive and collaborative interventions.

    11. Represent the ILO technical assistance team and its work in various fora under the guidance of the STREIT Project Manager, CO-Suva and EIIP Specialists in Bangkok and Geneva.

    Advocacy, networking and partnership:

    12. Develop and maintain excellent relations with governments, ministries, employers' and workers' organizations, non-governmental organizations, target groups and donors, and promote opportunities for collaboration towards planning and implementation of project activities.

    13. Liaise and coordinate with the other UN agencies, UNCT, key stakeholders and counterparts to promote ILO values, increase the project visibility and facilitate the scaling-up of the ILO's interventions. Under the guidance of the project management and CO-Suva, maintain relations with the media in order to increase the impact of the project in society as a whole.

    14. Promote ILO policies in the related technical areas of the project, other fundamental rights at work and the relevant International Labour Standards in collaboration with other technical standards specialists.

    Mobilization of resources:

    15. Promote relationships with the multi-lateral and bilateral donor community and oversee and monitor resource mobilization proposals in coordination with CO-Suva.

    16. Explore partnerships and co-funding arrangements with existing government development schemes and budgets thereby increasing the effectiveness of project activities.

    Knowledge management:

    17. Design communication and knowledge-sharing strategies, and lead the development of the project information materials.

    18. Ensure the development of information databases covering project activities. Prepare periodic and ad hoc reports on the status of planning and implementation and establish coordination with concerned ILO Departments and Offices.

    19. Identify training needs and lead training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate to reinforce the professional capabilities.

    20. Represent the Office at meetings, seminars and evaluations and build and enhance strategic partnerships and networks of government policymakers, workers’ and employers’ organizations and civil society organizations.

    Specific Responsibilities

  • Manage and organise surveys and inventory work of existing transport infrastructure in the project area, including information on key geographical features, main rivers and water transport, ports, jetties, road network, airstrips and secure timely updates on new developments, condition of infrastructure assets and access constraints.
  • Initiate and oversee the appraisal and planning of rehabilitation and maintenance of transport infrastructure where other project components are envisaged and present findings to project partners and beneficiaries in a clear and concise manner.
  • Devise, organise and provide inputs to quantity surveys, preparation of designs, cost estimates of infrastructure works, preparation of bidding documents and civil works contracts and conduct tenders through national competitive bidding, local market surveys and community contracting.
  • Supervise and provide inputs to the design of structural works such as bridges, culverts, drifts, jetties and other structures based on hydrological assessments and other ground conditions.
  • Organise the testing of gravel, aggregate and other building materials obtained from local quarries identified during the design stage. Review results of material testing and provide necessary design recommendations.

  • Provide overall supervision of civil works contracts including:
  • Approval of contractors’ work programmes, methods statements, material sources, etc. and any proposed modifications or variations.
  • Take remedial action during events or circumstances that significantly impact on works contracts in terms of quality and time.
