How can you make a difference?

Under the guidance and supervision of the Deputy Representative, the Chief Planning and Monitoring will be responsible for coordinating the planning, monitoring, HACT, partnership and contribution management and budget functions for the country programme including coordinating emergency preparedness and response. This will be done in close collaboration with the sectoral Programme Chiefs, Communication, InnovationandOperations.

KEY ACCOUNTABILITIES and DUTIES & TASKS

1. Programme Planning and Reporting

Ensure that the Country Office and national partners develop an equity-focused and results- based and measurable Country Programme that provides the basis for implementation, performance monitoring and reporting.

Provide support to the Deputy Representative and leads in preparation, review and analysis of strategic programme planning documentation, including the overall Country Programme Document (CPD) and leads the office in mid/end year reviews. Drawing on monitoring and analysis of key programme performance indicators, provide professional inputs to management reports including the COAR, as well as reporting on SMQs and KPIs among others; Coordinate and guides the preparation of equity-focused, results-based, risk-informed, and rolling work plans and leads review exercises of the same. Oversee, provides guidance and technical support and supervise staff responsible for establishing quality assurance mechanisms related to improved planning and effective use of planning tools in field offices and programme sections in line with the results-based management principles and standards. Conduct periodic programme reviews internal as well as with government counterparts and other partners. Identifies problems or alternative courses of action to accelerate/improve programme delivery. Oversee the regular conduct of the Programme Management Meetings, with two monthly meetings – one on KPIs and one on thematic issues. Contribute to UNICEF’s participation in United Nations ( UNSDCF, One UN) processes, including coordination of Pillar 2 (Basic Social Services) planning and reporting, which is led by UNICEF, ensuring adequate input on the improvement of the well-being of children and women.

2. Programme Monitoring

Ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans.

Oversee, provide guidance and technical support and supervise staff responsible for establishing programme monitoring mechanisms including mid-year and annual reviews, mid-term reviews, strategic moments of reflection, ensuring identification of progress and encounter of bottlenecks to be addressed by the programme sections and field offices. Oversee and provide technical guidance on setting up programme monitoring systems/tools using digital platforms and oversee their further development. This includes field-monitoring, third-party monitoring (TPM) – including the management of TPM contracts – emergency performance monitoring and community-based monitoring. Oversee the implementation performance of the programme monitoring system and regularly adjust standard operating procedures to ensure optimal monitoring results.

3. Programme Assurance

Ensure that the Country Office is HACT and e-tools compliant.

Oversee, provide guidance and technical support and supervise staff responsible for HACT compliance, ensuring the development of assurance plans, as well as regular monitoring of and reporting on HACT compliance. Provide leadership in risk management and HACT implementation and effective use of e-tools. Guide the continued roll-out of HACT, including the training of staff and implementing partners, and continued support on issues of operational efficiency and risk management. Facilitate the learning of lessons for improved programme implementation from HACT programmatic checks, micro assessments and other reviews. Facilitate and monitor and manage partnerships with civil society organizations.

4. Budget and Contribution Management

Ensure that the Country Office budget is managed in line with results-based budgeting principles and standards and that grants are reported on and used in line with donor commitments.

Oversee, provide guidance and supervise staff responsible for fund management with increasing focused on results-based budgeting and spending and monitoring of spending against results. It includes regular interaction with section chiefs and chief of field offices on various aspects of fund management, determining the resource envelope for the various programmes and overseeing that the office achieves all the global indicators related to fund management. It will also include linking expenditures to programmes by systematic us of coding expenditures in line with results-based budgeting principles. Ensure that the work breakdown structure in VISION is correctly input and adhered to thereafter, and that programme coding and all special markers and reporting in VISION are properly done and updated. Ensure that UNICEF’s dashboard system of performance management and reporting is well understood, updated and applied across the office. Provide quality assurance on grants management including ensuring that donor funding is spent in line with commitments; full utilization including facilitation of No-cost extension for grants and fund reversals;

5. Results-Based Management (RBM) Capacity Development and Quality Assurance

Ensure that the planning, monitoring and evaluation capacities of Country Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead planning, monitoring and evaluation processes.

Promote the awareness and understanding of the shared responsibility of RBM among all staff members through communication, training, learning and development activities organization-wide. Oversee the quality review of donor proposals and reports, as well as draft PCAs, from an RBM perspective. In close collaboration with partners, ensure that RBM capacity development approach for UNICEF/UN staff national partners and institutions is developed, implemented and update. Actively seek partnerships with knowledge institutions, including other UN agencies, for the identification of capacity gaps and development of strategies to address them.

6. Coordination and Networking

Ensure that the UNICEF office is effectively linked to wider UNICEF M&E developments in a way that both contributes to and benefits from organizational learning on effective M&E management.

Collaborate with Regional PME Advisers and relevant Offices at HQ for overall coordination of priority planning and monitoring activities, especially those of regional scope requiring the coordinated effort of multiple countries. Partner with the Regional PME Advisers to ensure that current and accurate PME data and results are included in regional reports, multi-country studies, and knowledge sharing networks. Undertake lessons-learned reviews on successful and unsuccessful PME practices and experience at the national level, and ensure they are shared as appropriate. Similarly, pay attention to PME knowledge networks to identify innovations and lessons learned that may be relevant for the CO and partners to improve their PME function.

To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher) insocial sciences, statistics, development or any other related area. Eight yearsof relevant professional experienceatnational and international levels in programme planning, budget oversight, monitoring and evaluation. Practical experience in monitoring large programmes would be an asset. At least one instance of exposure to emergency programming, including preparedness will be desirable. Fluency in English is required.
