Based in The Hague, Netherlands the Chief People Officer (CPO) leads an international Human Resource function, defining their strategy to guide and implement all matters related to people management as a member of the NCI Agency Executive Leadership team.

The role:

 

The CPO leads the NCI Agency Chief People Office function and is accountable for creating and developing modern policies and processes that positively influence staff performance, attitudes and behaviours, which deliver the required business results across the NCI Agency.  Under the direction of the General Manager the CPO will:

 

  • Be a Leader:  lead CPO function from recent transition to a new operating model to evolve the capabilities to the next level in positioning Chief People Office as a strategic Business Partner.

     

    • Be a Strategic Business Partner:  own and drive the NCI Agency People Strategy and Operational plan, focused on proactively attracting, retaining, and empowering all staff in order to build and maintain a high-performing international workforce.

       

      • Focus on HR Information Systems and Tools:  enable the digitisation of the Chief People Office to simplify processes, procedures user experience and interaction with the platforms associated with the day today activities of the people of the Agency.

        To be successful in applying for this post will have:

         

        • A Master degree at a nationally recognised/certified University in a related discipline with 10 years post related experience; or a Bachelor degree at a nationally recognised/certified University in a related subject with 15 years post related experience
        • A strong generalist HR background with at least 10 years of relevant experience, working within fast paced environments and a good understanding of multinational environments and its challenges
        • Experience in the development of senior level talent within a complex organisation
        • Demonstrable experience operating within complex international environment with multiple stakeholders’ with sometimes-competing priorities while remaining focused on delivery
        • Thorough knowledge of state-of-the-art human capital management concepts with extensive practical experience in developing and implementing human resource policies and practices that leads to productivity improvements
        • Experience leading and implementing new HR Information Systems and Tools with a good knowledge and understanding of emerging technology trends in the field of HR Information Systems
        • Strong entrepreneurial acumen, proven efficiency and stakeholder management skills, a record of accomplishment of embedding culture, leadership influence and change
        • Excellent communication skills, able to work in a systematic and rigorous way
        • Experience with change management in a large and complex organization
        • Proven leadership of teams and management of a HR function of >50 staff, with a proven ability to efficiently build team spirit, ideally in an international organization or environment
        • Demonstrable experience displaying high degree of Emotional Intelligence and ability to deal authoritatively with complex and sensitive human resources personnel issues tactfully and discretely
        • Ideally experience in working in a dynamic high-technology organization
        • Ideally experience in working in a matrix organization
