UNTSO was the first peacekeeping operation established by the Security Council, in its resolution 50 (1949), and continues to represent the commitment of the Council to assist in the implementation of the 1949 Armistice Agreements and their attendant ceasefires. In its resolution 73 (1949), the Council requested the Secretary-General to arrange for the continued service of such UNTSO personnel as might be required in observing and maintaining the ceasefire, as requested by the Council in its resolution 54 (1948), and as might be necessary in assisting the parties to the Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. Its mandate derives from Security Council resolutions and decisions, including foundational resolutions 50 (1948), 54 (1948), and 73 (1949). UNTSO ’s activities are spread over Egypt, Israel, Jordan, Lebanon and the Syrian Arab Republic to maintain the regional liaison architecture established under the Armistice Agreements.

This position is located in the Field Technology Unit of the United Nations Truce Supervision Organization (UNTSO). The Chief, Field Technology will be based in Jerusalem, Israel, and reports to the Chief of Mission Support. Responsibilities

Within delegated authority, the Chief, Field Technology will be responsible for the following duties:
- Manages Field Technology staff of both UNTSO and UNSCO across the areas of operation of both Missions.
- Mandated to deliver quality, robust, and reliable Information and communication Technology services in support of the mission mandate implementation; provide and maintain the infrastructure and service management framework on which these services are delivered; facilitate the implementation of innovative and intuitive technology solutions that enhances work across all mission pillars; adds value to mandated operations, and facilitates technological problem solving and decision making at all levels; advises mission leadership on the application of technology and translates aspects of missions mandated requirements into technology proposal.
- Plans and directs all major Information Systems and Telecommunications systems projects within the mission; monitors the progress of the design, installation and commissioning of the various networks and systems; maintains high standards in the delivery of FT services to the mission;
- Plans and prepares the inputs for the work programme of the service; provides leadership, guidance, and mentoring for the senior staff, and fosters teamwork and improved communications among all staff of the service; leads the development of training modules and other training activities in all aspects of FT;
- Coordinates and oversees delivery of Field Technology (FT) training to staff and other users in the mission;
- Takes the lead in the preparation of the mission's Field Technology (FT) budget; coordinates the generation of reports to the relevant UNHQ finance and budget review bodies as required;
- Manages the acquisition of goods and services; coordinates needs assessments and the establishing of benchmarks, and the preparation of SOWs and RFPs in coordination with the Procurement office to establish and manage contracts;
- Manages the FT asset and ensures all KPIs are met.
- Supports the implementation of innovative business improvements through the introduction of new technologies; ensures proper change management procedures and guidelines are in place and adhered to;

- Maintains active communication with ICTD and the global/regional service centres supporting the mission;
- Actively engages with military components of the mission to ensure coordinated and high quality FT and GIS support according to their operational needs;
- Serves as the main liaison with its clients; negotiates and coordinates with relevant national authorities with respect to, Field Technology (FT) policy and related matters;
- Ensures effective coordination with various UN agencies in order to maximize possibilities of inter-agency collaboration in the field of Field Technology (FT);
- Serves on various committees and review bodies within the mission as required;
- Performs other related duties as required. Competencies

A minimum of twelve (12) years of progressively responsible experience in planning, design,
development, implementation and maintenance of Information Systems, Telecommunications

Four (4) years of experience in an international organization or non-governmental organization – in a conflict or post-conflict setting, or similar experience in a military operations environment is required. Languages
