This position is located in the United Nations Global Service Centre (UNGSC), Brindisi. The incumbent will report to the Director, UNGSC (First Reporting Officer) and the Assistant Secretary General for Supply Chain Management at United Nations Headquarters (UNHQ) (Second Reporting Officer).

Responsabilities

Within the delegated authority, the Chief of Service, Supply Chain is responsible for the overall management of selected functions carried out at the UNGSC in Brindisi (Asset Management, Warehousing and Inventory Management, the Strategic Deployment Stock (SDS), Planning and Operations, Environment, Standardization and Design, Repair & Maintenance, Customer Service), which address operational aspects of the Global Supply Chain. The incumbent is also responsible for providing enabling capacity to start-up missions, aggregation of data related to acquisition planning, transportation and freight planning (air, land and sea).
In addition, the incumbent is responsible for the following duties:

Management:

  • Initiates the development and implementation of the Supply Chain Service's work plan, including forecasts, priorities and anticipated requirements in terms of human and financial resources. Develops and implements a workflow and standard procedures to facilitate achieving work plan goals.
  • Participates in the Office of Supply Chain Management (OSCM) and missions' planning process, with particular attention to collecting and aggregating data from the missions related to demand planning, acquisition planning and inventory planning, and contributes to an integrated approach and consistency in the implementation and operationalization of the integrated supply chain in support of field missions.
  • Ensures coordination and monitoring of the overall programme for the logistics and supply chain activities of UNGSC in support of field mission and takes the lead in consolidating the required human and financial resources for an effective enabling capacity.
  • Consolidates feedback on vendors' performance and related contract management activities.
  • Develops and implements an optimization programme for the Supply Chain Service to promote continuous improvement in the quality and delivery of logistics and supply chain activities to UNGSC and its clients (i.e. field missions). This will include regular review of critical and key supply chain processes to identify and resolve bottlenecks, delays and inefficiencies, including the establishment of relevant supply chain performance indicators which provide data and analysis for the review of senior management at UNGSC and OSCM.
  • Ensures that all workflows, processes, procedures and systems in place are relevant and cost effective.
  • Ensures and supports, through collaboration with Logistics Division (LD) and other stakeholders, the implementation of Supply Chain Management (SCM), in particular the management of a supply chain that is client oriented, responsive, agile and efficient.
  • Leads change and improvement programs for the Supply Chain Service.
  • Establishes priorities and sets management performance goals for staff.
  • Recommends and coordinates training programs for staff in the Supply Chain Service.
  • Actively engages in performance management including ongoing and constructive feedback.
  • Develops initiatives to promote staff engagement as well as the welfare and well being of supply chain staff.

Advisory:

  • Provides strategic advice to the Director UNGSC on the necessary managerial, logistical and administrative support required to fully implement the integrated supply chain approach and provide logistics support to field missions.
  • Through the Integrated Business Planning process, maintains active communication with stakeholders at UNHQ and the Regional Service Centres.
  • Actively engages with field missions and other clients to ensure coordinated, high quality logistics and supply chain support in accordance with their operational requirements.

Budget and Finance:

  • Ensures that the Supply Chain Service's budget, human resources and assets are optimally budgeted and allocated to support effective and cost efficient logistics operations and supply chain services in support of field missions.
  • Advises on re-prioritization of resources during the budget period, in line with priorities that support effective mandate implementation of UNGSC and OSCM in general.
  • Oversees the establishment a set of robust policies, procedures, practices, standards and tools for the management of the Supply Chain Service and its activities that attract new clients and supports field missions in line with UN regulations, rules, policies and practice.
  • Builds partnerships and networks with other UN entities, private sector and academia.
  • Promotes innovation and technology-based solutions as well as adopts best practices to optimize client services.
  • Chair or member of UNGSC administrative and financial bodies, accountable as a certifying officer for the UNGSC.

Education

  • Advanced university degree (Master's degree or equivalent) in logistics, supply chain management, business administration/management, or related field is required.
  • A first level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of fifteen years of progressively responsible experience in at least three areas of logistics operations or supply chain management: logistics, warehousing, asset and inventory management, supply chain planning, cargo transportation, or standardization and design is required.
  • At least five years of management experience in the area of logistics operations or supply chain management, of which at least two years in an international environment, is required.
  • Experience in managing organizational change is desirable.
  • Experience in providing support to field operations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of French is desirable.
