This position is located in the Division of International Trade and Integration at the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago de Chile. The Chief of Service, Economic Affairs reports to the Executive Secretary.

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Under the overall supervision of the Executive Secretary, the incumbent will be responsible for the following duties:

1.-Overseas the formulation, execution, monitoring, reporting and evaluation of the program of work of the division by:
a) Providing leadership, overall guidance, and orientation to the substantive and support staff of the division in discharging daily operations, overseeing and managing the formulation, priority setting, implementation, monitoring, reporting, and assessment of the regular programme of work as well as the technical cooperation projects executed by the division. The incumbent is also accountable for properly executing all administrative functions and tasks carried out in the division.
b) Assigning human and financial resources available to obtain optimal results; and
c) Coordinating and organizing technical cooperation projects, advisory missions, regional seminars, conferences, technical meetings, and training activities in order to assist ECLAC Member States on issues related to external trade relations under diverse effects on capital and goods formation in the region, on the international monetary system and financial aspects of the world and regional trade, the economic integration and cooperation; the social dimension of integration; the global markets and import and export promotion programmes.

2.- Supervises, orients, coordinates, and monitors the substantive activities of the division by:
a) supervising the preparation of the flagship annual publication on international trade, trade policy, and regional integration titled \"Latin America and the Caribbean and the world economy\" and other analytical studies on trade flows and international trade relations;
b) reviewing with senior officials the research and surveys to be conducted under technical assistant missions to be undertaken to member countries and subregional organizations as well as end results of such in matters related to the fields mentioned above;
c) Providing advisory services and substantive support to regional member countries, specialized agencies, and other international institutions with concerns on trade and integration issues in Latin America and the Caribbean region;
d) Advising on and establishing guidelines for substantive issues and providing policy recommendations.

3.-On behalf of the Executive Secretary, and upon request:
a) Represents ECLAC at meetings of governmental authorities in the region, and in interregional and international conferences on international trade and integration issues, including the preparation of relevant substantive documentation;
b) Performs coordination functions with UNCTAD, WHO, SELA, ALADI, as well as with other regional commissions and intergovernmental organizations on matters related to trade and integration relations of Latin American and Caribbean countries;
c) Cooperates with governments, at their request, in the development of multilateral, superregional, and hemispheric trade negotiations which take place in various fora, particularly in support of the free trade area of the Americas (FTAA), and in the preparation of draft texts and instruments oriented towards the furtherance of cooperation and integration and among Latin American and Caribbean countries and establishment of linkages with extra Latin American and Caribbean nations or groups of nations;
d) Performs special assignments as requested by the Executive Secretary.

4.- Responsible for strengthening the coordination and formulation of joint activities with other ECLAC divisions and subregional or national offices and with UN Headquarters taking into account that trade and integration entail the integration of all aspects of economic and social development. Promotes actions to strengthen the institutional and programmatic development of the Division of International Trade and Integration in the framework of the reform process of the UN and the Sustainable Development Goals..

5.-Responsible for strengthening the overall management and operations of the division's website.

6.- Supervises within his general area of competence or programmatic/administrative tasks pertaining to the division, including (a) preparation of budgets and reporting on program budget performances; (b) assisting the Chief of Administration in ensuring that all UN regulations dealing with administration, finance and personnel are diligently observed; and (c) supervising senior officers and ensuring effective supervision of all professional and General Services staff.

7.- Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. Competencies

Advanced university degree (Master’s degree or equivalent) in economics, social sciences, public administration or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific Qualification

PhD in economics, social sciences, public administration or related area is desirable.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work Experience

A minimum of fifteen years of progressively responsible experience dealing with international trade, integration or infrastructure, five of which must be in Latin America and the Caribbean region is required.

Publications in the field of economics, social sciences, public administration with a focus on international trade, integration or infrastructure are required.

Experience in research and in the provision of advisory services to governments and/or NGOs is desirable.

Extensive experience in institutional relationships with national governments and international organizations is desirable.

Experience in project coordination and management is desirable.

Experience in data analytics or related area is desirable. Languages

Fluency in Spanish and English (both oral and written) is required; Knowledge of another UN official language is an advantage.

NOTE: ‘’Fluency’’ equals a rating of ‘’fluent’’ in all four areas (speak, read, write, and understand) and ‘’Knowledge of’’ equals a rating of ‘’confident’’ in two of the four areas. Assessment
