This position is located in the Capacity Development and Operational Training Service (CDOTS), Office of Support Operations (OSO), Department of Operational Support (DOS). Per A/72/492/Add.2 (par. 176, page 46), the Chief of Business Processes and Systems Support Section (BPSSS) of CDOTS will coordinate the following activities: developing the processes and structures by which policies will be implemented across the Secretariat and will work with other stakeholders to ensure that these are reflected in enterprise systems; providing support across all Secretariat entities to help ensure consistency in the execution of processes and to ensure that the processes continue to meet the requirements of all clients; providing training on Umoja, Inspira and other business applications related to resources management.

This position will serve to reinforce the Capacity Development and Operational Training Service (CDOTS) in the design and delivery of the capacity development programmes in support of the ERP training and continuous business process improvement. The incumbent will manage the staffing and other resources of the Business Processes and Systems Support Section of CDOTS and works on the assigned project tasks independently. The incumbent reports to the Chief of Service (CDOTS) upon completion. Proven track record of professional competence, managerial experience and mastery in the areas of user training for enterprise management systems. Responsibilities

Within delegated authority, the Chief of the Business Processes and Systems Support Section will be responsible for the following duties:

• Coordinates the capacity development programmes in support of the United Nations operational services, including Umoja and Inspira training and continuous business process improvement.

• Analyzes training plans for enterprise resource management systems to ensure that they are consistent with the overall organizations goals, policies on staff development and effective provision of operational services, and the respective mandates.

• Coordinates the assigned training programmes as a part of organizational learning programmes with a specific focus on capacity development needs for sustained end-user performance.

• Evaluates effectiveness and impact of developed training programmes and recommends ways to enhance their effectiveness and impact.

• Provides policy guidance to the Chief of Service, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures.

• Plans and oversees the management of activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.

• Manages, supervises and carries out the work programme of the Section; provides programmatic and substantive reviews of drafts prepared by others.

• Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly and other policy-making organs, as appropriate.

• Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.

• Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.

• Prepares inputs for the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery.

• Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.

• Recruits staff for Section taking due account geographical and gender balance and other institutional values.

• Manages, guides, develops and trains staff under his/her supervision.

• Fosters teamwork and communication among staff in the Section and across organizational boundaries.

• Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.

• Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or hold programmatic/substantive and organizational discussions with representatives of other institutions.

• Performs other duties as required. Competencies

• PROFESSIONALISM: Good knowledge and understanding of a learning programme design, implementation and monitoring. Knowledge and understanding of Enterprise Resource Planning (ERP) systems for developing related training programmes and certification courses with the emphasis on eLearning solutions. Ability to manage complex learning programmers and projects for meeting client needs. Ability to establish and maintain effective relationships with a wide range of partners including governmental, intergovernmental and professional institutions. Ability to conduct training needs assessment through learning needs assessment surveys and other methods. Conceptual, analytical and evaluative skills to conduct independent research on learning methods. Knowledge and ability to use various business intelligence and data analysis tools. Ability to produce reports and papers on learning projects and to review and edit the work of others. Knowledge of approaches and techniques in change management and leadership development. Education

Advanced university degree (Master's or Doctorate degree or equivalent) in business administration, education, information systems, human resources, finance, supply chain, or related area. A first-level degree (Bachelor's degree or equivalent) in the specified field of studies with two additional years of relevant work experience may be accepted in lieu of the advance university degree.

Work Experience

A minimum of ten years of progressively responsible experience in administration, programme and project management, capacity development and training, or related area is required.

Experience in developing learning management strategies is required.

Experience in managing and developing instructional design approaches and blended training programmes with an e-learning component is required

Experience using Enterprise Resource Planning (ERP) Systems such as Umoja, SAP or similar system is desirable.

Experience in managing business process improvement projects is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is desirable. Assessment
