General Background

The OEC: The Organisation of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

The position sits within the the Department of Administration (ADMIN) whose main functions are:

  • Oversee the rational administration of the budget in accordance with accounting and transparency norms;
  • Provide information and communications technologies to the Secretariat, with the corresponding technical support;
  • Ensure the timeliness and quality of general services and procurement;
  • Oversee the day-to-day functional operations and security of the Headquarters.

Duties

Reporting to the Under-Secretary-General for Administration, the Chief of Section ICT and Cyber-security is responsible for the oversight of the ongoing risk assessment process; development, implementation, and maintenance of ICT and Cyber-security systems, policies and procedures, ensuring the confidentiality, integrity and access to electronic protected information, as well as, investigation and tracking of incidents and breaches.

Specifically, the incumbent of this position is to:

  • Build a strategic and comprehensive ICT and Cyber-security program that defines, develops, maintains and implements policies and processes that enable consistent, effective information security practices which minimize risk and ensure the integrity, confidentiality and availability of information that is owned, controlled and processed within the organization.
  • Plan and directs major systems projects of significant importance to the organization which typically impact critical operations of multiple user groups.
  • Provide expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.
  • Ensure information security policies, standards, and procedures are up-to-date. Initiates, facilitates, and promotes activities to foster information security awareness within the organization.
  • Evaluate security trends, evolving threats, risks and vulnerabilities and applies tools to mitigate risk as necessary.
  • Ensure that the disaster recovery, business continuity, risk management and access controls need of the organization are addressed.
  • Develops, implements and monitors information standards and guidelines, including testing paradigms, prepares technical and user documentation for entire systems; prepares training materials and detailed technical presentations.
  • Keeps abreast of developments in the field of ICT and Cyber-security and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes.
