General Background

The OEC: The Organisation of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

The position sits within the the Department of Administration (ADMIN) whose main functions are:

  • Oversee the rational administration of the budget in accordance with accounting and transparency norms;
  • Provide information and communications technologies to the Secretariat, with the corresponding technical support;
  • Ensure the timeliness and quality of general services and procurement;
  • Oversee the day-to-day functional operations and security of the Headquarters.

Duties

Reporting to the Under-Secretary-General for Administration, the Chief of Section General Services and Procurement is responsible for managing all general services and procurement requirements of the Organization.

Specifically, the incumbent of this position is to:

General Services:

  • Office space management: evaluates the functional needs of the entire organization in terms of space and equipment, determines appropriate space allocation required to meet in terms of meeting room, workstations, equipment, mail room, and copier room, prepares space layouts showing arrangement of rooms and equipment. coordinates office moves, sets up moving schedules, security, transportation services of these moves.
  • Inspect premises ensuring cleaning contractor are performing services according to their contracts.
  • Coordinates construction projects and liaises with contractors and identifies construction problems and providing solutions, monitors and supervises work performed by contractors to ensure adherence to work schedule and guidelines.
  • Property Management: acts as Focal Point for all fixed assets, and ensures assets are assigned stock numbers, bar-coded, decaled and tagged.

Procurement:

  • Plan , develops and manages all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, building maintenance materials, office supplies, construction, furniture, etc.), taking into account local economic and other conditions.
  • Provide technical advice on procurement activities, analyzes and evaluates procurement requests and ensures appropriateness of technical specifications.
  • Develop and prepares highly complex contracts for procurement of non-routine and technologically advanced commodities or long-range services; issues international tender invitations; evaluates responses to tender, and makes recommendations for finalization of purchases and award of contracts; signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval.
  • Develops and contributes to development of institutional procurement policies and procedures;
  • Participates in negotiations with supplier representatives, conducts market research to keep abreast of market developments; prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions
  • Performs other duties as required.
