General Background

The OEC: The Organisation of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

The position sits within the the Department of Administration (ADMIN) whose main functions are:

  • Oversee the rational administration of the budget in accordance with accounting and transparency norms;
  • Provide information and communications technologies to the Secretariat, with the corresponding technical support;
  • Ensure the timeliness and quality of general services and procurement.
  • Oversee the day-to-day functional operations and security of the Headquarters.

Duties

Reporting to the Under-Secretary-General for Administration, the Chief of Section Budget Management and Accounts will be responsible for the development of the organization's budget, management of books of accounts, monitoring and reporting on the utilization of financial resources.

Specifically, the incumbent of this position is to:

  • Plan and oversee the preparation, review and finalization of the organizations strategic and annual budget plans.
  • Provides detailed input with respect to resource requirements for budget; coordinates the establishment of major resourcing priorities, prepare cost estimates and budget proposals.
  • Ensures the efficient and effective use of budgetary resources through robust monitoring of budget utilization to the approved budget with timely provision of information to senior management for decision making.
  • Provides advice and guidance, including training, to staff on budgetary and financial policies and procedures.
  • Ensures the integrity of financial and management systems and the controls that underpin them.
  • Prepares financial management reports for the organization including for intergovernmental bodies.
  • Collects and analyzes financial data to identify trends or patterns and provide insights through graphs, charts,
  • tables and reports using data visualization methods to enable data-driven planning, decision making, presentation and reporting.
  • Plan, oversee and prepare the closing of the monthly and Year-End Accounts of the organization ensuring full resolution of all open items, bank reconciliations, Account Receivables and Payables and Clearing accounts.
  • Provides advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the organization's Financial Regulations and Rules.
  • Performs other budget and accounting duties as requested.
