CARE seeks a Chief of Party (COP) for the anticipated USAID Madagascar Rural WASH Activity. This five-year $25-50M activity aims to increase equitable and sustainable access to water, sanitation, and hygiene services, maximize the impact on human health and nutrition, and preserve the environment in rural regions of Madagascar.
The Chief of Party stewards the overall strategic vision of the project and takes responsibility for delivering project results. This position will provide an integrated vision for the program and will manage a team of senior staff to ensure the quality, timeliness, and efficiency of all products and activities generated under the project. The successful candidate will have considerable experience managing programs, finances, and operations of USAID or other international donor-funded projects. S/he will utilize the principles of adaptive management to maximize impact and facilitate innovation. The COP leads and manages the project through technical leadership, supportive management, and capacity strengthening with CARE partners. This includes personnel and financial management, administrative oversight, and program quality assurance. The COP ensures close coordination and collaborative relations with USAID, serving as the project's primary liaison with the Agreement Officer Representative (AOR). The COP also works closely with the Government of Madagascar stakeholders including, civil society, the wider development sector, the private sector, and other donors supporting complementary efforts. Reporting to CARE Madagascar Country Director the COP in close coordination with the Country Office leadership team and technical staff, ensures CARE's contribution to the dissemination of program learning and achievements, and documentation of promising practices in programming within Madagascar and globally.
The activity is expected to be a five-year program in the $25-$50 million USD range.
