POSITION SUMMARY:

The Chief of Party will be responsible for implementing the Regional Counter-Trafficking in Persons activity in Central Asia. This five-year USAID-funded program will be based in Almaty, Kazakhstan, and will serve Kazakhstan, Turkmenistan, Tajikistan, Uzbekistan, and Kyrgyzstan. The overarching goal of the program is to strengthen the capacity of all stakeholders, including governments, NGOs, and the private sector, to become more self-reliant in efforts to prevent trafficking in persons, protect survivors of human trafficking and promote safe

migration. The program will build on previous efforts and current activities on safe migration and counter-trafficking in the Central Asia region and work to achieve the following objectives:

  1. Vulnerability to all forms of human trafficking is reduced;
  2. Victim-centered services are increasingly sustainable; and
  3. Legislation relevant to preventing TIP and protecting trafficked persons is implemented effectively.

ESSENTIAL RESPONSIBILITIES:

The Chief of Party is responsible for overall leadership, program management, supervision, administration, and implementation of the program in collaboration with a small US-based team and a network of country coordinators, partners, and consultants in the program’s five countries. He/She will establish and maintain systems for program operations; ensure that all cooperative agreement requirements and deadlines are met, and targets are achieved; coordinate and maintain working relationships with program stakeholders (including government entities, sub-grantees and/or subcontractors); lead collaborative initiatives with relevant government ministries and officials; and oversee the preparation and submission of technical and financial reports to USAID.

Program and Cooperative Agreement Management

  • Manage the program in multiple countries, maintaining clearly defined scopes of work and delegation of responsibilities among the various team members.
  • Establish and maintain systems and effective practices for scaled-up program operations.
  • Develop and oversee the program’s annual planning and ensure timely, high quality implementation of activities and deliverables.
  • Oversee and support monitoring and evaluation of program implementation and deliverables, including a comprehensive Monitoring, Evaluation and Learning (MEL) plan, the pre-situational analysis and other evaluations and data collection activities.
  • Oversee the program budget, monitor spending, and ensure that all activities are reflected in annual budget allocations, in compliance with Winrock policy and donor guidelines.
  • With support from field and home office staff, prepare and submit timely and accurate program, financial, and procurement reports to donor and Winrock.
  • Maintain close communication with the donor, reporting regularly for formal review sessions and providing ongoing, informal updates of program progress, and serve as the point of contact with the USAID Agreement Officer Representative (AOR).
  • Hire and supervise local technical staff and country coordinators and evaluate their performance.

Technical Leadership and Capacity Building

  • Provide technical and strategic leadership to achieve buy-in to develop stakeholders’ (including host country government agency officials) capacity to promote safe migration and CTIP at national and local levels.
  • Provide technical assistance and follow-up coaching and support design of capacity-building training materials and workshops for high-level policy makers.
  • Provide leadership, technical assistance, support, and oversight to partner NGOs.
  • Organize, lead, and participate in collaborative initiatives with government officials to create and amend policies relating to safe migration and CTIP.
  • Represent the program and Winrock to donors, local and national government entities, the media, local NGOs, and local business communities.
  • Work with Winrock management and other colleagues to leverage and align program work with other efforts to maximize impact.

Coalition Building and Experience Sharing

  • Forge and maintain relationships with in-country program stakeholders in coordination with local country coordinators and consultants.
  • Develop strategies for relationship-building and cooperation with government entities, private sector companies, labor unions, and other civil society actors on policies aimed at reducing child labor.
  • Promote communication, experience sharing, and dissemination of best practices and lessons learned across country teams and with other relevant actors/programs.
  • Other duties as assigned.

QUALIFICATIONS:

Successful candidates will have strong management skills as well as relevant experience implementing programs to combat trafficking in persons, promote safe migration, and increase government capacity. Specific experience and specialization in at least two of the following is required: human trafficking, labor migration, legal reform and policy advocacy, referral mechanisms, government capacity building, and/or monitoring & evaluation of trafficking programs. Significant program management experience and leadership is highly desired.

Education: Bachelor’s level degree required, in international development, management, social science, human rights, education, economic development, law, public policy, or other related field of study. Master’s degree strongly preferred.

Certification, training, or experience in safe migration, gender issues, organizational development, or policy analysis would be an asset.

Technical Applicants must have a minimum of 5 years of demonstrated leadership experience managing capacity building, safe migration and/or human trafficking programs. Experience in government capacity building strongly preferred.

Management

Experience:

  • Experience managing international programs to the highest ethical standards.
  • Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget.
  • At least 5 years of experience in program management, supervision, administration, and implementation of donor-funded programs (preferably US Government) valued at $5 million or more.
  • Financial management, budget design, and budget management experience.
  • Demonstrated success in motivating and supervising diverse teams of employees.
  • Results-driven professional with proven understanding of program design, monitoring and evaluation
  • Demonstrated success in establishing and maintaining systems for program operations
  • Experience in strategic planning and workplan development and implementation of strategic plans.
  • Good track record working with and/or partnering with a variety of individuals and organizations, including senior US and host country government officials, international agencies, private sector companies, and donor organizations.

Skills/

Knowledge:

  • Knowledge or understanding of social, economic, and political context governing safe migration and human trafficking issues and analysis in developing countries, preferably in Central Asia.
  • Experience with public-private partnership building, working with civil society groups.
  • Leadership experience in the implementation of development programs, particularly related to safe migration, human trafficking, capacity building, or policy mainstreaming.
  • Fluent written and oral English language skills required. Working knowledge of Russian preferred. Working knowledge of Kazakh, Kyrgyz, Tajik, Turkmen, and/or Uzbek is an asset.
  • Knowledge of US Government regulations, policies, and procedures or those of an equivalently complex international government funding organization.
  • Demonstrated effective interpersonal skills, creative problem solving, conflict, and ethical management skills.
  • Demonstrated ability to foster team dynamic across global teams.
  • Excellent written and oral communication skills.
  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
