Chemonics seeks a chief of party for the anticipated USAID-funded Moldova Energy Security Activity (MESA). The objective of MESA is to strengthen Moldova’s energy security by: (1) advancing the physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies.The successful candidate should have experience leading energy or environmental programs, with particular expertise in managing energy sector reform. This position will be based in Chisinau, Moldova. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Provide overall direction, leadership, and management of the project to ensure seamless program implementation
- Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to match USAID requirements
- Oversee strategic work planning, performance management, strategic communications, contractual and budgetary aspects of program management, and timely preparation of the annual implementation plan
- Responsible for the overall and direct implementation of activities, and ensures all project technical assistance is high quality, technically sound and appropriate;
Manage productive working relations with relevant government counterparts and entities, and maintain effective coordination with other donor and international organizations’ activities and programs in the energy sector
Establish an inclusive office environment that encourages integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures
Supervise technical and administrative project staff, consultants, and partner organizations to achieve expected results
Ensure compliance with USAID, U.S. government, and local laws, regulations, policies, and procedures
Serve as the primary point of contact for the client and ensure compliance with all applicable USAID and host-country regulations
Qualifications:
- Advanced degree in public administration, international relations, development, law or related Advanced degree in Energy/Environmental Policy, Economics/Finance, Engineering, or a related field
- Minimum 10 years of progressively responsible work experience in leading and managing energy sector reform and/or leveraging public and private sector investment in infrastructure development
- Demonstrated experience in the energy sector in Moldova and comprehensive understanding of and/or track record assisting Moldova and/or other countries in the region in fulfilling the commitments to the Energy Community Treaty and integration of the energy sector with the EU countries
- Demonstrated supervisory work experience including supervision of technical teams and energy professionals as well as subcontractor partners to effectively respond to complex assignments
- Practical experience working with a range of program partners, including government agencies (USG and host), regulatory bodies, utilities, the private sector, NGOs, civil society and consumers
- Strong interpersonal, analytical and problem-solving skills, and exceptional oral and written communication skills
- Demonstrated leadership, versatility, and integrity
- English fluency required; Romanian language preferred
