Position Summary:
Creative is recruiting for an anticipated USAID regional program to mobilize private sector-driven solutions to address key development challenges, by building upon existing systems and networks to facilitate new or strengthened alliances and to mobilize Salvadoran and international private sector investment. The program will address key barriers to trade, investment, and access to capital, as well as to facilitate job creation for likely migrants, and support initiatives to prevent crime and violence and gender-based violence. This is regional program with operations in El Salvador, Guatemala, and Honduras with the base of operations in El Salvador.
The Chief of Party will (COP) provide overall technical and administrative leadership and expertise to theproject andserve as the primary liaison with the donor on management and technical matters. The COP will take a leadership role in coordinating with the donor, other implementing partners, other donors, and any other key stakeholders in the region. The COP will have a demonstrated ability to work in complex environments and manage diverse teams to deliver impact.
Reporting and Supervision:
The COP will report to the Project Directorbased in Washington, DC.
Expected Outcomes:
Ensure the project is operational and meets its contractual objectives and anticipated outcomes;
Ensure key project deliverables are timely and approved;
Ensure that do-no-harm principles are incorporated and apply adaptive management practices throughout the life of the project to ensure responsiveness of programming to an evolving context; and
Ensure close coordination withconsortium partnersother relevant in-country initiatives,includingUSG-funded and other donor-funded programs, government initiatives in all three countries, and those involving other key stakeholders, particularly collaboration with the private sector.
Responsibilities
Primary Responsibilities:
Provide leadership and technical expertise for the activity, and supervise expatriate and local teams;
Develop strategic objectives and confirm project compliance with USAID regulations;
Manage the activity's implementation, including overall responsibility for personnel and efficient budgeting and financial management;
Oversee project deliverables, such as development of work plans and operating budget, and coordinate with finance and admin staffatHQ to ensure cost-effective useofresources;
Oversee technical activities of the activity and ensure that impact is achieving the results defined in the cooperative agreement;
Evaluate and document activity progress and lessons learned;
Serve as the project's primary liaison with key partners, governments, private sector and other key project stakeholders;and
Assume responsibility for overall USAID management ensuring quality control and timeliness of deliverables. Qualifications
Required Skills & Qualifications:
Master'sdegree in a relevant field such asMaster's in Business Administration (MBA),PublicPolicy,Economics,orInternationalRelations;
At least 10yearsofexperience in a senior-level management role and demonstrated management and leadership skillsin international development work with increasing responsibility, at leastfive (5)years of which is inlarge scale donor funded programs in areas of economic growth, trade and investment, private sector engagement. Experience working on issues of migration in the northern triangle region is a plus.
Experience working in Northern Triangle countries orsimilar development contexts.
Demonstrated ability to work with vulnerable groups.Experience supporting migrants, refugees or internally displaced persons (IDPs) is preferred.
Demonstrated ability to successfully lead and manage challenging and complex projects that engage a variety of public and private sector stakeholders;
Exceptional leadership, interpersonal, technical and analytical skills, including an ability to interact effectively with government counterparts and local organizations; and
Speaking and writing fluency in English andSpanish.
