Chemonics seeks a chief of party for the anticipated USAID-funded Sri Lanka and Maldives Ocean Plastic Reduction Program (Ocean Plastics) Activity. The overall purpose of this 5-year, $10-25M Ocean Plastics Activity will be to support improved solid waste management practices, with an emphasis on reduction of Ocean Plastics Pollution in Sri Lanka and Maldives by: (1), professionalizing, improving, and expanding solid waste management; (2), reducing reliance on virgin plastic inputs and products; (3), empowering local communities to drive local waste management solutions; (4), strengthening the enabling environment for solid waste management with an emphasis on reducing ocean plastics. The RFP is anticipated to be released in January 2022. We anticipate that the COP will be based in Colombo, Sri Lanka, with frequent travel to the Maldives. Responsibilities:

  • Provide overall direction, leadership, and management of the project to ensure seamless program implementation
  • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to match USAID requirements
  • Oversee strategic work planning, performance management, strategic communications, contractual and budgetary aspects of program management, and timely preparation of the annual implementation plan
  • Responsible for the overall and direct implementation of activities, and ensures all project technical assistance is high quality, technically sound, and appropriate
  • Manage productive working relations with relevant government counterparts and entities, and maintain effective coordination with other donor and international organizations’ activities and programs across relevant technical sectors, including sold waste management, public policy and local governance, and service delivery
  • Establish an inclusive office environment that encourages integrity, honesty, open communication, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures
  • Supervise technical and administrative project staff, consultants, and partner organizations to achieve expected results
  • Ensure compliance with USAID, U.S. government, and local laws, regulations, policies, and procedures
  • Serve as the primary point of contact for the client and ensure compliance with all applicable USAID and host-country regulations

Qualifications:

  • Master’s degree or higher in engineering, natural resource management, business, or other related fields
  • A minimum 15 years of experience in environmental programming and implementation with demonstrated knowledge or experience in plastics lifecycle or solid waste management
  • A minimum eight years of program management experience with increasing responsibility, preferably as chief of party or a similar role
  • Experience leading USAID projects in South or Southeast Asia preferred
  • Experience implementing public-private partnerships and multi-stakeholder alliances, especially in the areas of plastics lifecycle and solid waste management
  • Demonstrated knowledge of supply chains and markets for cycled materials, especially for plastics
  • Demonstrated ability to manage, negotiate, and coordinate with consortium partners, subcontractors, and multidisciplinary short-term and long-term technical assistance teams under complex organizational arrangements
  • Demonstrated supervisory work experience including supervision of technical teams and solid waste management professionals as well as subcontractor partners to effectively respond to complex assignments
  • Practical experience working with a range of program partners, including government agencies (USG and host), the private sector, NGOs, civil society, and consumers
  • Strong interpersonal, analytical, and problem-solving skills, and exceptional oral and written communication skills
  • Demonstrated leadership, versatility, and integrity
  • English fluency required
