Chemonics seeks a chief of party (COP) for the active project USAID/DRC Accelerating Peri-Urban Water and Sanitation Services in Kasai Oriental and Lomami Provinces (DRC WASH), a 5-year, $21 million water, sanitation, and hygiene (WASH) activity which seeks to increase access to water and sanitation services for residents in the target regions that are serviced by newly created or existing water service providers (WSPs). The COP will be the primary point of contact and technical advisor to USAID’s institutional partners and is the day-to-day liaison with the Government of DRC. This position will be based in Mbuji-Mayi, DRC. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall management, technical direction and administrative oversight for the project to meet the objectives, results, and targets set forth in the contract document, work plans, and in the activity M&E plan.
  • Serve as the principal liaison to USAID and ensure effective coordination with relevant GoDRC stakeholders and other donors/donor-funded projects.
  • Ensure that results, quality standards and schedules are met on time and within budget.
  • Coordinate closely with USAID and GoDRC in developing, implementing and reporting on the project.
  • Ensure that project results are accurately and transparently captured and communicated at all levels.
  • Provide input and indirect support to finance and operations teams to ensure compliance with Chemonics policies and USAID rules and regulations, especially pertaining to contractual, financial, administrative, and grants management.
  • Maintain open and regular communication with Chemonics’ home office PMU, including participating in weekly home office-field office teleconferences.
  • Manage subcontractor implementation and performance, serving as the technical focal point
  • Ensure close coordination with and accurate information provided to home office regarding project budgeting and financing.
  • Work with PMU director and manager to ensure annual corporate project budgets are realistic and achievable, and that project implementation remains on track and in accordance with budget targets.

Qualifications:

  • Bachelor’s degree in engineering, water utilities management, urban studies, or a related field; advanced degree preferred.
  • Three years of successful work as Team Leader or Chief of Party for projects of similar magnitude and complexity and related to water supply and sanitation, engineering, and/or urban service delivery.
  • At least seven years of progressively responsible international development experience in managing and implementing and achieving results in large, complex, donor-funded projects particularly in transitional, conflict, or post-conflict countries.
  • Demonstrated expertise in public sector capacity building of the public sector and ability to work with private sector.
  • Fluency in English and French (speaking, reading, and writing).

Duration of assignment: 1.5 years, ideally until project conclusion (July 2025).
