Background

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

OSCE missions and field activities are the front line of the OSCE work and are the agent through which political decisions are translated into action. Each mission has a different mandate, but generally the work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation. The OSCE Mission to Montenegro promotes the implementation of OSCE principles and commitments as well as the cooperation of the Republic of Montenegro within the OSCE framework, in all OSCE dimensions, including the human, politico-military, economic and environmental aspects of security and stability. It is currently staffed by a team of 32 mission members: 9 International and 23 local employees.

Tasks and Responsibilities

Under the direct supervision of the Head of Mission, the incumbent will be responsible for the effective day-to-day use of OSCE resources, more specifically:

Providing advice to the Head/Deputy Head of Mission and programme managers on administrative policies, the management of financial, human and material resources and the budgetary consequences of programme initiatives; ensuring that action is implemented in accordance with the Common Regulatory Management System (CRMS) and within budget allotments and available resources;Implementing administrative, financial and staff instructions and adapting them to local conditions when necessary in co-ordination with the Secretariat;Preparing budgets, maintaining accounting records, effecting payments and monitoring expenditures in accordance with the Financial Regulations, Rules and Instructions; ensuring that internal mechanisms are in place for the control and reporting of financial transactions;Establishing staffing requirements; ensuring that staff is recruited in accordance with the staff regulations, rules and instructions and that the FAU (Fund Administration Unit) staff is trained in all business areas; administering the performance management system, supervising staff training, welfare issues and staff/management relations;Ensuring that the needs of the Mission for goods and services are assessed and properly budgeted for; supervising procurement and drawing up contracts in accordance with OSCE procurement standards and Instructions and within the limits of delegated authority;Maintaining the supply chain system to deliver goods and equipment; implementing asset management standards, including vehicle management and the inventory system, travel policies and building management standards to ensure cost-effective arrangements;Ensuring that information and communication technology is maintained in accordance with the standards of the Organization; implementing the records and documents management system and the archival of documents including institutional memory documents;Performing a variety of miscellaneous tasks, including liaising with local authorities on matters related to the status of international and local staff in the host country;Performing other related duties as assigned.

Necessary Qualifications

  • Citizenship of an OSCE participating State, excluding citizenship or permanent residency of the Republic of Montenegro;
  • First-level university degree in public or business administration, management, finance, accounting or related field;
  • A minimum of four years of progressively responsible professional experience in general administration and/or accounting, including experience at the national level, in an international organization or a field mission;
  • Experience in international military or mission logistics is an asset;
  • Knowledge of financial, personnel and administrative principles and concepts;
  • Knowledge of procurement procedures and practices;
  • Professional fluency in English; knowledge of other OSCE working languages or local languages would be an asset;
  • Computer literate, including familiarity with spreadsheets, word processing and e-mail; knowledge of ERP systems such as ORACLE would be an asset;
  • Excellent communication and drafting skills;
  • Ability to identify and analyze problems and to take corrective action;
  • Excellent physical condition;
  • Possession of a valid automobile driving license and ability to drive using a manual transmission;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package

Monthly remuneration subject to social security deductions is about US$ 4,629 to which is added Board and Lodging Allowance (currently EUR 113 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
