- Supervisor and Technical Guidance received:

The incumbent reports to the Deputy Director of UNRWA Affairs (Programmes). The Director of Relief and Social Services (HQ) Amman is responsible for ensuring the achievement of professional, policy and technical standards, in line with the strategic direction of the Programme.

- Supervisees and Technical Guidance provided:

The incumbent supervises and provides technical guidance to a team of (10-20) professional and general services staff to ensure a quality implementation of Relief and Social Services strategies and interventions to protect the poor and help vulnerable refugees address some of their socio-economic needs. Responsibilities

The incumbent:
- Leads and manages the Agency’s Relief and Social Services Programme in the Field to which s/he is assigned in compliance with UNRWA's overall policies; develops, administers, and monitors the programme’s plans and activities; approves and control the Department’s budget, financial and other resources; advises the Field’s management on Relief and Social Services activities, achievement and challenges and proposes improvements to achieve its goals;

- Assesses priorities of vulnerable refugees in the Field through management of surveys and data collection processes including to evaluates appropriateness and effectiveness of the Programme’s services in relation to needs; proposes areas of intervention, including implementation methods and related activities to meet refugees’ needs; guides the process of project development through recommending projects and supervising the implementation of projects;

- Oversees and guides the Agency’s social transfer programmes in the Field through emergency assistance and the Social Safety Net Programme; provides for monitoring of assistance operations and utilisation of assistance resources in terms of efficiency and effectiveness;

- Provides quality assurance and supervision of the Agency’s refugee registration processes in the Field including related to eligibility criteria according to the Agency’s regulatory registration instructions;

- Guides and manages the Programme’s human resources and identification of technical training needs including related to the implementation of a professional social work and case management programme;

- Provides support to the Agency revision to the Relief and Social Services policies and regulatory framework led by RSSD, HQA;

- Co-ordinates on multi-sectoral activities with the Agency’s other Programme Departments; liaises and co-ordinates activities with other UN agencies, private institutions, and governmental and non-governmental organizations involved in providing relief and social services to the refugee community in the field of operation; briefs delegations representing donor governments, NGOs and media

- Oversees the review, transformation and implementation of a reformed micro-credit community support programme, as applicable;

- Performs other duties as may be assigned by the supervisor(s). Competencies

- An advanced university degree (Master’s or equivalent) from an accredited educational institution in social sciences, Psychology, International Law, Economics, Public Administration or other related discipline.

Work Experience

At least ten years of of progressively responsible and relevant experience in relief services and/or social development programmes, of which at least five years should be in management of a large humanitarian and development programmes, preferably in a supervisory position is required.

Contract Status:

- Fixed term Appointment for 3 years; including 1 year of probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.
- Monthly basic salary: 1,215.70 USD
- SPOA 45% of Monthly basic salary
- Grade: 20

Other benefits include:
• Provident Fund contribution (15.4% of basic salary paid by the Agency).

* General information
1. This vacancy notice is open to internal and external candidates. As an Area post, only candidates who reside in Syria at the time of applications are eligible to apply.
