Role Purpose:

  • To lead and manage the executive office in SEMA.
  • To plan, manage, develop and implement the strategy and objectives of the association as well as the processes, methodologies, programs, policies and corporate objectives, according to the institutional strategy, strategic lines and objectives approved by the board of directors.
  • To provide the necessary leadership, strategic direction, guidance and support to all representative offices and executive departments to ensure proper implementation of the programs within the required time, cost, quality, and donors’ requirements.

Main Duties and Responsibilities:

  • Develop and validate a proposal of strategy and objectives of the association taking into organizational priorities and the local context and submit it to the approval of the Board of Directors.
  • Communicate the strategic plan to the representative offices and executive team and carry out a continuous monitoring of the degree of progress.
  • Identify internal or external variables that affect the association strategy, report periodically on the degree of progress, propose corrective measures in case of deviations, to ensure compliance with the strategy and objectives established in all areas of the association and ensure the sustainability of operations in the association.
  • Organize and prioritize actions and resources to achieve programs and agency objectives.
  • Establish, together with the functional area managers in the executive team, and validate the budgets, operational plans and specific objectives of every department on the basis of the approved strategy, objectives and budget
  • Monitor progress towards objectives, identifying deviations and proposing or approving corrective measures.
  • Report the state of progress to the BOD about strategy execution, fund income and costs.
  • Lead and supervise the performance of the functions (in the executive team) and implementation of impactful programs with transparency, integrity, control and quality; to provide timely and accurate internal and external accountability.
  • Ensure programs are based on clear design principles while utilizing SEMA and donors’ required M&E tools.
  • Lead, manage, direct and develop the Executive office team.
  • Recruit, hire, supervise, performance manage, motivate, and appraise the Executive office team to deliver the required organizational goals and objectives.
  • Set departmental objectives and KPI’s that are derived from SEMA’s objectives.
  • Provide necessary coaching to the Executive office team members during the performance cycle.
  • Evaluate / appraise the Executive office team members performance periodically.
  • Set the Executive office team members’ development plans at the end of the performance cycle.
  • Ensure programs implementation is on time, target and budget by leading the monthly budget monitoring process (Through BVA Meeting), ensuring that staff receive training on the Budget Monitoring Tools (BMT) process and holding staff accountable for accurate forecasting.
  • Ensure the adequate endowment of resources, means and interrelations between the different areas, representative offices and executive team, to ensure coherence, collaboration, learning and achievement of the objectives set in the different lines of work of the association, the proper implementation of operations and the financial balance of the association.
  • Coordinate overall SEMA’s budget; manage budget within approved spending levels and establish semi-annual or quarterly cash flow plan to ensure a steady and adequate supply of funds for programs activities
  • Explore, evaluate and search for funding opportunities that support the objectives for the association as a whole.
  • Be ultimately responsible for identifying and reporting any violation of the Code of Conduct and SEMA’s policies through established channels.
  • Supervise all complaints and response mechanism, ensuring that timely feedback is provided to those using the system and that proper investigations are carried out for all complaints or violations through the dedicated bodies i.e. MEAL, auditors or investigators)
  • Ensure compliance with and adherence to all operating principles, beneficiary accountability standards, donors’ policies, rules and guidelines and SEMA’s legal obligations, requirements and regulations.
  • Ensure the implementation of guidelines, processes, policies, methodologies and SEMA’s values in all areas.
  • Approve salary increases and rewards according to established institutional criteria.
  • Supervise recruitment process according to policies and procedures and in a very transparent way to others and in all employment levels.
  • Conduct field visits to SEMA’s hospitals, medical centers and other site projects
  • Participate and attend all SEMA high-level meetings.

Qualification, Experiences and Competencies:

  • Master Degree in Medicine, Public Health , business administration or any other relevant field.
  • A minimum of 5 years’ experience in managerial position.
  • Verified experience in humanitarian work and principles.
  • Verified experience in dealing with donor’s policies, procedures, requirements and compliance.
  • Verified experience in dealing with NGO’s.
  • Fluent in Arabic and Advanced level in the English language.
  • PMP is a plus.
