Org. Setting and Reporting

This position is located in the Digital Services Section, Information Management Branch in The Hague, Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate for the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
The Chief of the Digital Services Section reports to the Chief of the Information Management Branch.

Responsibilities

Within delegated authority, the Chief of Section will be responsible for the following:
• Provides policy guidance to the Chief of Branch/Service/Division, on conceptual strategy development and management of the implementation of overall digital strategies and intra and inter-divisional/departmental policies and procedures.
• Plans and oversees the management of activities undertaken by the Unit/Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Unit/Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
• Manages, supervises and carries out the work programme of the Unit/Section under his/her responsibility. Co-ordinates the work carried out by the Unit/Section; provides programmatic and substantive reviews of drafts prepared by others.
• Provides substantive input in the preparation of position papers and reports on OCHA’s digital strategy for presentation to OCHA departments and partners across the UN system, as appropriate.
• Contributes to the reporting to OCHA internal budget/programme performance processes or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
• Ensures that the outputs produced by the Unit/Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Unit/Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Prepares inputs for the work programme of the Branch/Service/Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Carries out programmatic/administrative tasks necessary for the functioning of the Unit/Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
• Recruits staff for Unit/Section taking due account geographical and gender balance and other institutional values.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries.
• Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
• Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or hold programmatic/substantive and organizational discussions with representatives of other institutions.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management or related field is required.
Experience managing corporate digital systems/solutions in an international organization is required.
Experience in open-source content management systems is required.
A minimum of four (4) years of humanitarian experience in an emergency field setting (where a mission and/or project is being implemented in a setting impacted by a complex emergency or natural disaster) at the international level in the last 10 years is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English, (both oral and written) is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

The duration of the assignment on the post of the Chief of Digital Services Section [31042325], in the IMB of the Office for the Coordination of Humanitarian Affairs, The Hague will be for an initial period of one year. If the assignment is subsequently extended, the total period of the assignment may not exceed the maximum period of four years.
