Core Functions / Responsibilities: Under the direct supervision of the Chief of Mission and in coordination with the Government and other UN entities, the successful candidate will develop a gender-inclusive National Diaspora Policy and National Action Plan for Timor-Leste that promotes sustainable development, with a view to establish a strategic framework for mobilizing and integrating Timorese diaspora in the national development, as well as harnessing communication links within the Timorese diaspora. 1. To conduct a desk review of existing legislation, policies, institutional structures and coordination mechanisms pertaining to diaspora engagement of Timor-Leste, from the broader perspective of diaspora’s potential contribution to the country, such as, but not limited to, (a) remittance, (b) direct investment, (c) human capital transfer, (d) philanthropy, (e) capital market investment and (f) tourism. 2. To conduct in-depth consultations with relevant stakeholders. Consult with partners what kind of information is needed from diaspora members to facilitate their work or analysis on diaspora contribution. 3. To reach out to the diaspora members, consulate representatives and conduct interviews physically or telephonically to get their view on their expectation for the National Diaspora Policy and National Action Plan.

  1. To develop and finalize Timor-Leste National Diaspora Policy and National Action Plan to operationalize the implementation of the diaspora policy from a broader perspective - (a) remittance, (b) direct investment, (c) human capital transfer, (d) philanthropy, (e) capital market investment and (f) tourism.
  2. To identify a pilot diaspora scheme to support local authorities to engage with diaspora associations in line with the National Diaspora Policy and National Action Plan.
  3. To develop Remittance Mobilization Strategy to ensure coherence with the National Diaspora Policy and National Action Plan through the Technical Working Group and consider to be used as Annex to the policy.

Methodology
Phase 1: Inception
▪ Develop an inception report which outlines: proposed work-plan, methodology, suggested policy structure, gender analysis and stakeholder analysis

Phase 2: Policy and National Action Plan Development
▪ Conduct a desk review of existing documents and relevant laws, policies, strategies and conventions from the broader perspective of diaspora’s potential contribution to the country, such as, but not limited to, (a) remittance, (b) direct investment, (c) human capital transfer, (d) philanthropy, (e) capital market investment and (f) tourism.
▪ Carry out consultations with relevant stakeholders to identify the key challenges and gaps relating to diaspora engagement in sectoral strategies and policies, as well as assess the achievements and specific policy needs.
▪ Consult with partners what kind of information is needed from diaspora members to facilitate their work or analysis on diaspora contribution.
▪ Support diaspora profiling and mapping activities. Coordinate with IOM diaspora and Diaspora team. Reach out to the diaspora members, consulate representatives and conduct interview physically or telephonically to get their view on their expectation on the diaspora policy.
▪ Develop the first draft of the National Diaspora Policy and present it to the Technical Working Group members
▪ Revise the draft by incorporating inputs, feedback and additional information and data
▪ Produce the second draft of the National Diaspora Policy and present it to the Technical Working Group members
▪ Revise the draft and produce the final draft by incorporating inputs, feedback and additional information and data
▪ Present the final draft for validation.
▪ Alongside the policy, develop a detailed National Action Plan for the implementation of the Policy that identify: required actions, expected results, indicators, required resources, responsible institutions and timelines.
▪ Present the draft National Action Plan the Technical Working Group members and revise the draft by incorporating inputs, feedback and additional information and data
▪ Present the final draft for validation.
▪ Provide support and advice to the dissemination/launch events and meetings.
▪ Identify and design pilot diaspora scheme to support local authorities to engage with diaspora associations in line with the National Diaspora Policy and National Action Plan

Phase 3: Remittance Mobilization Strategy
▪ Carry out consultations with relevant stakeholders to identify the key challenges and gaps relating to remittance mobilization, incorporate best practices, and consider types of government policy to stimulate remittances, support for lower transaction costs, digital channels and Digital finance, incentives to invest in development projects for country, etc.
▪ Develop the first draft of the Remittance Mobilization Strategy and present it to the Technical Working Group members
▪ Revise the draft by incorporating inputs, feedback and additional information and data
▪ Present the final draft for validation.
